Since the 1980s, development has increasingly become interpreted in terms of increasing integration into the world economy. Export-oriented manufacturing became widely viewed as the surest recipe for realizing economic growth while reducing income inequality, and the role of foreign direct investments became increasingly important in development strategies worldwide. However, not every region, industry and social group managed to become successfully integrated into the world economy. In order to explain why these processes of economic restructuring have had such a differential impact, this study situates developments within a wider historical social and political context to establish how these processes of globalization are mediated at the regional and local level. The main object of study concerns the drastic socioeconomic transformation that has taken place in the state of Coahuila - situated in the northeast of Mexico, bordering the United States - over the past three decades. In particular since the start of NAFTA in 1994, Coahuila has become one of Mexico's most successful export-oriented manufacturing states, most importantly as a result of the large number of foreign direct investments it received. However, the effects of these developments have been unevenly distributed among its sub-regions, while questions must also be raised about its ability to contribute to sustained, long-term growth with equity. This book addresses two related questions: What has prompted the feminization of manufacturing work in developing countries, and why has it failed to significantly erode gender inequalities at work? Teri L. Caraway offers case studies and in-depth analysis of employment changes in Indonesia combined with cross-national data to show that the feminization of the workplace produced by industrialization policies has reconfigured and reproduced, rather than overturned, gender divisions of labor at work. Caraway challenges the conventional wisdom that export-oriented industrialization and women's cheap labor are the driving forces behind feminization. Instead, she argues, the answers can be found in weak unions and current social practice. Caraway employs information about a wide range of industries--capital-intensive, male-dominated, non-export firms as well as female-dominated, labor-intensive, export-oriented industries--in arriving at her conclusions. Her findings will prove discouraging to anyone who hopes that globalization has become a positive force in improving the lives of women workers.Caraway's multilevel methodology for analyzing changes in gendered patterns of employment and her introduction of "gendered discourses of work" as a major explanatory variable will make Assembling Women a valuable resource for women's studies scholars, development economists, political scientists, and sociologists as well as all with an interest in Southeast Asian Studies and labor and industrial relations.

These foreign-owned assembly plants have moved southward from the border into Sonora and Chihuahua, giving rise to the concept of "desert capitalism." However, the plants have not necessarily brought about the improvements in the lives of workers that had been so hopefully expected. Sociologist Kathryn Kopinak here examines the maquiladora industry in Nogales, Sonora, and explores various questions concerning how it is changing with NAFTA and other attempts at regional integration. Focusing on the auto-parts industry, Kopinak observes that few maquiladoras have taken steps toward more sophisticated technology and innovative labor practices anticipated by the "second wave" hypothesis of modernization. She argues instead that the apparent advances have not benefitted the overwhelming majority of Mexican employees by increasing their wages or involving them in the workplace. Women workers in particular are segmented at the bottom of the job ladder. Kopinak provides information on facilities in both Nogales and the town of Imuris to offer a balanced perspective on border and inland maquiladoras. Desert Capitalism draws on interviews with workers about their daily lives in both their home and adopted communities and on interviews with Mexican and U.S. plant managers. Community surveys, newspaper advertisements, and government records are other important sources of data. It also reviews and synthesizes literature published only in Spanish and utilizes creative quantitative statistical techniques. The book thus marks a significant study of people's lives that seeks to contribute to the understanding of ongoing continental economic reorganization, and it holds important lessons for scholars of economics, anthropology, political science, history, sociology, women's studies, and regional planning.
