Book excerpt: When this project began the Police Chaplains of the Asheville Police Department, Asheville, North Carolina had been attempting to address the needs of personnel without a clearly defined focus of need in mind. This project sought to determine in an objective manner priorities of ministry. A survey was taken of the Chaplains and the Department's employees, the data analyzed, and the findings became the basis for revising the regulations governing the chaplaincy program. The survey revealed the service most desired by personnel was that of making death notifications. Chaplains received further training and a uniform procedure for answering these calls was defined and adopted. Other priorities listed represented situations wherein the officer's professional expertise may be seriously challenged. Survey results clearly demonstrate the sense of need felt by officers for the chaplain's ministry. Chaplains are wanted most in circumstances in which officers sense their need for a power greater than themselves. The chaplain symbolizes that power and in those moments can be a visible reminder of the presence and love of an almighty God. The most remarkable discovery made in the project was the amazing degree of receptivity to the program. Only two persons of a total of 122 respondents indicated a very negative opinion; four indicated they believed the program was not generally effective. It would appear that any law enforcement agency considering a chaplaincy program would be advised to give thoughtful consideration to the findings. As results were studied by the Chaplains Corps the challenge to sustain the high degree of confidence placed in the program was recognized and a commitment to insure equally positive results in the future.

The proposed police education model recognizes that ordinary members of the American public need to contribute to the provision of basic police education, for it is they who must both support and be served by their police. Police education would combine higher education, necessary practical proficiencies, and intensive field experiences through a gradual level of greater responsibility—likely extending over a 2-plus-year period for trainees with less than a year of previous college credits.
