Book excerpt: Abstract: This dissertation aims to provide answers to some of issues in dichotomous choice contingent valuation: the temporal structure of willingness to pay, practical guideline for survey design and generalized estimation method. The first essay proposes the temporal willingness to pay (TWTP) as an alternative definition of the present value of willingness to pay. In the survey of contingent valuation, a respondent compares TWTP with the present value of randomly assigned cost. TWTP enables the test for consistency of respondent's valuation with respect to payment schemes. Using a sequential test, the insensitivity of TWTP is tested on the data of oyster reef restoration programs in the Chesapeake Bay. The test result shows that TWTP is insensitive to the offered payment schedule or on the length of the stream of benefits of the project, which implies consistent willingness to pay for the environmental project. However, discount rates estimated from the data vary significantly across project lengths and time span between offered payment schedules. The second essay suggests a practical alternative design named a uniform design, to existing optimal or robust bid designs in contingent valuation. The uniform design draws cost assigned to respondent from a predetermined uniform distribution. Analytics and simulations show that the uniform design has lower bound of efficiency at 84 percent of D-optimum. Simulations demonstrate that the uniform design outperforms optimal designs when initial information is poor and outperforms robust designs when true values of parameters are known. The third essay challenges the theoretical and technical background of the simple logit model. Standard logit model in contingent valuation assumes i.i.d error distribution between initial and proposed states. Relaxing the restrictive assumption in the simple logit model requires a generalized estimation technique that utilizes a Gumbel mixed model. Estimation results show that correlation between two states is usually minimal, but homoskedastic errors are rejected in many cases. Heteroskedasticity or correlation provides willingness to pay estimate different from estimate of the simple logit, thus different policy implication in benefit-cost analysis.

Book excerpt: Essays in Industrial Organization By Gabriella Monahova Chapter 1: Interoperability and Hospital Incentives in the Adoption of Electronic Medical Records Interoperability, or the ability of health providers to exchange patient data electronically, has been cited as crucial for electronic medical records (EMR) to achieve their promise of improved quality of patient care and decreases in health expenditures. This paper uses EMR adoption data to study if and how much hospitals prioritize interoperability when they choose their EMR vendor. Exploiting differences in interoperability within and across vendors, I construct a discrete choice model of vendor selection based on potentially conflicting hospital incentives regarding interoperability. I find no evidence that hospitals place a high value on interoperability when they make the adoption decision, but are highly influenced by the choices of other members in their systems. This suggests that hospitals have weak private incentives to prioritize interoperability and gives support to ongoing government efforts to increase the level of patient data exchange between providers. Chapter 2: Replacement Adoptions of Electronic Medical Records by Hospitals In the past few years, switching to a different EMR vendor has become increasingly common, and replacements now represent the majority of new EMR adoptions. Using a proportional hazards model, I test several hypotheses regarding hospitals' incentives to replace their existing vendor, and find that differences in hospital characteristics, changes in system membership, government-provided incentives, and vendor performance, all potentially play a role in the decision to replace. Chapter 3: Tax Policy in the Presence of Illegal Markets An important question for tax policy makers is how consumers respond to tax increases that lead to higher prices. This question becomes more complicated when tax evasion and black market transactions are considered. The goal of this paper is to estimate substitution patterns between legal and illegal products and use the estimates to quantify the loss in tax revenue that is attributed to this substitution. The results suggest that increases in the tax to producers indeed lead to consumers opting to purchase on the black market and that such transactions rob the government of significant portions of tax revenue.
