Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Essays on Practical Politics These two essays appeared originally in the Century. Both alike were criticised at the time as offering no cure for the evils they portrayed. Such a criticism shows, in the first place, a curious ignorance of what is meant by the diagnosis of a disease; for my articles pretended to do nothing more than give what has apparently never before been given, an accurate account of certain phases of our political life, with its good and bad impartially set forth. The practical poli tician, who alone knows how our politics are really managed, is rarely willing to write about them, unless with very large reservations, while the student-reformer whose political experience is limited to the dinner table, the debating Club, or an occasional mass-meeting Where none but his friends are present, and who yet seeks. In pamphlet or editorial column to make clear the subject, hardly ever knows exactly what he is talking about, and abuses the system in all its parts with such looseness of language as to wholly take away the value even from such of his utterances as are true. Book excerpt: Excerpt from Practical Politics, or the Liberalism of to-Day The Articles here republished are from the columns of the Halfpenny to the Proprietors of which the Author is indebted for much courtesy and consideration. They were written originally in the form of letters to a friend, but, though they stand substantially as first printed, various alterations have been made consequent upon the necessities of a permanent rather than a serial form. The Author does not profess to have exhaustively discussed every political question which is of prac 'tical importance to-day - for that, within the limits assigned, would have been impossible but he has attempted to furnish a body of information regarding the principles and aims of present day Liberalism, not easily accessible elsewhere, which may be useful to those whose ideas upon public affairs are yet nu formed, and helpful to the political cause he holds dear. Bentham, again, uh sparing though he was in his criticism of Blackstone, agreed with him in seeing the necessity of forming a clear conception of sovereignty. But this occupied a quite secondary place in his work, which was to demonstrate the purposes for which government exists, and the methods by which it might best attain its ends. Lastly, Austin, in his Province of Juris prudence Determined, has defined sovereignty in a manner that has laid for.all time a sure foundation for the science of positive law. Book excerpt: Excerpt from Methods of Social Reform: Essays Critical and Constructive The State of the Poor has now established itself as a permanent controversy, and, before long, it may be thrust into the fore-front of practical politics. This consideration will, it is hoped, warrant the author in his desire to reissue, at the present time, and in book form, a selection from the contributions which he has made, during the last few years, to this vexed and important inquiry. Some of the papers contained in this volume were originally delivered as addresses at Poor Law Conferences, or at gatherings of a kindred nature. Others have been reprinted from the reviews in which they originally appeared. The paper on Poor Law Reform and that on Free versus Collective Bargaining are now printed for the first time. Book excerpt: Excerpt from Essays in Liberalism: Being the Lectures and Papers, Which Were Delivered at the Liberal Summer School at Oxford, 1922 In some degree the Summer School represented a new departure in political discussion. Most of the lectures were delivered, not by active politicians, but by scholars and experts whose distinction has been won in other fields than practical politics. One or two of the speakers were, indeed, not even professed Liberals. They were invited to speak because it was known that on then subjects they would express the true mind of modern Liberalism. Whatever Lord Robert Cecil, for example, may call himself, Liberals at any rate recognise that on most subjects he expresses their convictions. Book excerpt: Excerpt from The Practical Politician: A Digest of Ready Information as to the Fundamental Differences Between the Great National Political Parties, Their Rise and Progress, With Past and Present Issues I take pleasure in bearing testimony to the fact that the people of Utah, as a rule, learn well what they learn at all. They do not cross a stream till they arrive at it, but are not addicted to tarrying long on its banks. This means that our political status will not hereafter be weak, faulty or in efficient. Those among us who have the ability to com mand the applause of listening senates are neither few nor far between. Some of these are well developed and others are coming on. The physical and economic history of our Territory is conspicuous among current subjects of surpas sing interest, and it is a fair pfediction that its political fu ture will also stand out as brightly and conspicuously as that of any commonwealth anywhere.
