David Pletcher describes the trade of the United States with the Far East, the islands of the Pacific, and the northwest coast of North America from 1784 (the year of the first American trading expedition to China) to 1844 (the year of the first trade treaty with China, followed immediately by the U.S. acquisition of Oregon and California). He then traces the growth of trade and investment in Alaska, Hawaii, and the South Pacific from 1844 to 1890 and proceeds to do the same for China, Japan, and Korea. In the ensuing chapters, Pletcher covers the 1890s, including the annexation of Hawaii, the Sino-Japanese War, the acquisition of the Philippines, and the Open Door policy in China. Book excerpt: This classic study examines the deployment of U.S. naval vessels in European and Near Eastern waters from the end of the Civil War until the United States declared war in April 1917. Initially these ships were employed to visit various ports from the Baltic Sea to the eastern Mediterranean and Constantinople (today Istanbul), for the primary purpose of showing the flag. From the 1890s on, most of the need for the presence of the American warships occurred in the eastern Mediterranean and the Black Sea. Unrest in the Ottoman Empire and particularly the Muslim hostility and threats to Armenians led to calls for protection. This would continue into the years of World War I. In 1905, the Navy Department ended the permanent stationing of a squadron in European waters. From then until the U.S. declaration of war in 1917, individual ships, detached units, and special squadrons were at times deployed in European waters. In 1908, the converted yacht Scorpion was sent as station ship (stationnaire) to Constantinople where she would remain, operating in the eastern Mediterranean and Black Sea until 1928. Upon the outbreak of World War I, President Woodrow Wilson ordered cruisers to northern European waters and the Mediterranean to protect American interests. These warships, however, did more than protect American interests. They would evacuate thousands of refugees, American tourists, Armenians, Jews, and Italians after Italy entered the conflict on the side of the Allies.

In this book, Cameron G. Thies argues that new and emerging states are subject to socialization efforts by current member states, which guide them in locating their position in the international system. Thies develops a theoretical approach to understanding how states socialize each other into and out of different roles in the international system, such as regional power, ally, and peacekeeper. The concept of state socialization is developed using role theory, a middle-range theory developed in the interdisciplinary field of social psychology. This middle-range theory helps to flesh out the theoretical mechanisms often missing in grand theories like neorealism and constructivism. The result is a structural theory of international politics that also allows for the explanation of actual foreign policy behavior by states. The foreign policy histories of the U.S. and Israel are analyzed using this theoretical approach to show how international social pressure has affected the kinds of roles they have adopted throughout their histories, as well as the kinds of roles that they have not been allowed to adopt. By considering the effects of international socialization attempts on their foreign policy behavior, Thies shows the well-known cases of the U.S. and Israel in a new light.
