La 1ere partie analyse la politique de stabilisation en argentine pendant le regime militaire de 1976 a 1983; son interet reside dans la diversite des strategies appliquees, ce qui permet de porter un regard critique sur divers aspects de theorie economique. On peut ainsi mieux comprendre le fonctionnement d'une economie a inflation chronique elevee et a fort endettement externe. La 2e partie, essentiellement theorique, analyse la relation entre taux de change, salaire reel et emploi dans une economie ouverte. Le modele a equilibres multiples developpe reconcilie les approches "standard" et "structuraliste" des effets de la devaluation. On realise une etude approfondie de la politique de stabilisation dans les divers regimes obtenus, ainsi que des conditions de stabilite dynamique des equilibres concurrents. La 3e partie presente une analyse theorique de l'impact des regles de parite glissantes actives ("active crawling peg") appliquees en argentine, au chili et en uruguay. Les modeles developpes mettent notamment en valeur le role des effets de redistrubution de revenus, du risque de change et de l'endettement exterieur pendant le processus d'ajustement dynamique suivant l'annonce de cette regle de change. Mener une "bonne politique économique" suppose de bien comprendre la situation conjoncturelle de l'économie et du coup la nécessité et les objectifs de l'action publique; d'avoir une estimation fiable de l'impact des instruments; et d'avoir sur la base d'un cadre théorique cohérent une idée des effets positifs recherchés mais aussi des effets pervers que peuvent engendrer ces politiques. Les différents travaux présentés essayent d'éclairer les décisions de politique économique sur une série d'applications variées. La diversité des problèmes posés - cadre macroéconomique, politique budgétaire, politique monétaire, relations économiques internationales - reflète en partie la variété de mon parcours, comme économiste pour le Ministère des finances français (INSEE et Direction du Trésor) à Paris et à Tokyo ou comme économiste au Fonds Monétaire International (FMI), à Washington. Cette thèse présente quinze articles écrits entre 2000 et 2015. La moitié des articles présentés ici ont été publiés dans des revues à comité de lecture ou comme chapitres de livre, l'autre moitié a le statut de document de travail ou de miméographe. A deux exceptions près, l'ensemble des travaux a été présenté à des conférences ou à des séminaires.

It is in this context that the transition to low-carbon and renewable energies is taking place, which involves profound changes to the existing global energy system. This book addresses these different aspects and attempts to estimate first-order requirements for cement, steel, copper, aluminum and energy for different power generation technologies, and for three types of energy scenarios. Some dynamic modeling approaches are proposed to assess the needs and likely evolution of primary production and recycling. Book excerpt: Setting the issue "Most economists consider the marked increase in automatic stabilizers a highly favorable development with respect to maintenance of economic stability". Besides the rare privilege of having being signed by both Milton Friedman and Paul Samuelson (Depres,Friedman, Hart, Samuelson, and Wallace [1950]), among others, this sentence expressed as soon as 1950 the consensus view on the stabilizing effect of fiscal rules governing tax revenue and public expendi tures and transfers. This positive ex ante assessment will have been confirmed ex post as part of the explanation for post war stabilization (Burns [1960], de Long and Summers [1986], Moore and Zarnovitz [1986]). However, it becomes disputed in both its positive and normative aspects. Many institutional changes since the eighties point at curbing back the transfer mechanisms underlying automatic stabilizers, and legal restraints on deficits such as the US balanced budget amendment or the European Maastricht criteria would involve serious risks for the future of stabilizers. Under such rules "the government would become, almost inevitally, a destabilizer rather than a stabilizer" said Joseph Stiglitz, quoted by the New York Times (April 1995)). "Built-in stabilizers are automatic fiscal adjustments that reduce the national income multiplier and thus cushion the effects of changes in autonomous spend ing on the level of income" (Pechman [1987]). Early analyses of the automatic fiscal stabilizers include the contributions of A. G. Hart [1945], R. Musgrave and M. Miller (1948) and E. C. Brown (1955).
