Although network resources (bandwidth in particular) and coverage, networking technologies, compression ratio of state-of-the-art video coders have improved, unreliability of the transmission medium prevents us from gaining the most benefit from these applications. This thesis introduces a video coder that is resilient to network failures for transmission applications by using the framework of multiple description coding (MDC). Unlike traditional video coding which compresses the video into single bitstream, in MDC the video is compressed into more than one bitstream which can be independently decoded. It not only averages out the effect of network errors over the bitstreams but it also makes it possible to utilize the multipath nature of most network topologies. An end-to-end rate-distortion optimization is proposed for the codec to make sure that the codec exhibits improved compression performance and that the descriptions are equally efficient to improve the final video quality. An optimized strategy for packetizing the compressed bitstreams of the descriptions is also proposed which guarantees that each packet is self-contained and efficient. The evaluation of the developed MD codec over simulated unreliable packet networks shows that it is possible to achieve improved resilience with the proposed strategies and the end video quality is significantly improved as a result. This is further verified with subjective evaluation over a range of different types of video test sequences.

Successful video transmission over the wireless network faces a lot of challenges because of the limited resource and error prone nature of the wireless environment. To deal with these two challenges, not only the video needs to be compressed very efficiently but also the compression scheme needs to provide some error resilient features to deal with the high packet loss probability. In this thesis, we have worked with the H.264/ Advanced Video Coding (AVC) video compression standard since this is the most recent and most efficient video compression scheme. Also H.264 provides novel error resilient features e.g. slicing of the frame, Flexible Macroblock Ordering (FMO), data partitioning etc. In this thesis, we investigate how to utilize the error resilient schemes of H.264 to ensure a good quality picture at the receiving end. In the first part of the thesis, we find the optimum slice size that will enhance the quality of video transmission in a 3G environment. In the second part, we jointly optimize the data partitioning property and partial reliability extension property of the new transport layer protocol, Stream Control Transmission Protocol (SCTP). In the third and last part, we focus more on the network layer issues. We obtain the optimum point of application layer Forward Error Correction (FEC) and Medium Access Control (MAC) layer retransmission in a capacity constrained network. We assume that the bit rate assigned for the video application is more than the video bit rate so that the extra capacity available can be used for error correction.

The inherent vulnerability of compressed video to transmission errors and the time varying and fading environments of the wireless channel combined with network and application constrains presents some major technological issues that needs to be addressed. To improve the error resiliency and efficiency of transmitting video over wireless channels. Several techniques are developed that contribute to better utilize the error resilient features available in H.264 and propose enhancements to the frame layer rate control. Firstly, new techniques on how to use explicit Flexible Macroblock Ordering (FMO) more effectively in wireless video ransmission by using combined spatial and temporal indicators of macroblock (MB) importance to generate slice group maps for H.264. Secondly, an improved sorting algorithm that classifies macroblocks into different slice groups for FMO in H.264 that further improves the use of explicit FMO. Thirdly, enhancements to the H.264 frame layer rate control is proposed, that takes into consideration the effects of using FMO for video transmission, to better manage bit allocation and improve coding efficiency. We propose a new header bits model, an enhanced frame complexity measure, a bit allocation and a quantization parameter (QP) adjustment scheme. Lastly, a framework for adaptive FMO selection scheme based on feedback information is presented. In summary, in this dissertation we propose the framework of using explicit FMO, rate control and feedback information for wireless video transmission. Experimental results show that the proposed techniques are effective in improving the video quality especially for complex video sequences and at low-bit rates.

Book excerpt: During the past year, we have continued our efforts in image and video compression. We developed a real time software only scalable video compression codec. We have also optimized the scalable coder for transmission over wireless links by jointly optimizing the channel and source coders. We also have developed a video retrieval algorithm using motion, size, and color. We constrained the algorithm to be able to retrieve video in real time and only using information available in compressed bit-streams. In the are of video compression, we continued improving video coding using matching pursuits. We improved the coding efficiency performance by more than 1 dB for many of MPEG-4 test sequences. We have worked on reducing the complexity of the encoder and developed a real time software only low bit rate encoder. We also addressed the error resilience issue and developed a more error resilient matching pursuit video codec that performs as well as original coder, if not better.
