Available in PDF, EPUB and Kindle. Book excerpt: What is the state of school infrastructure for primary and secondary education in Paraguay? How much is invested by the government in order to improve school infrastructure and how have these investments evolved over time? What is the legal framework for such investments and is it appropriate? Given budget constraints, which types of investments are likely to be most needed in order to help improve student learning? Finally, how well targeted to the schools most in need are the infrastructure investments being made today? In order to help inform decision making by the Ministry of Education in this area, the objective of this study is to provide tentative answers to those questions on the basis of administrative budget data as well as school level data collected through a 2008 school infrastructure census. The study benefited from support from the Global Partnership for Education.

Book excerpt: Paraguay: Addressing the Stagnation and Instability Trap provides an overview of the analytical insights and policy challenges that a country faces while on the path to sustained growth with stability. It covers a wide range of themes, including improving macroeconomic assessments and policy implementation, eliminating turbulence and deepening financial reforms, and, most important of all, enhancing growth performance and reducing poverty. This book provides useful guidance for policymakers by examining the improvements in policy implementation in Paraguay since the regional crisis of 2002. The chapters discuss how to correct economic imbalances and institutional shortcomings in the context of an economic reform program. The results have been impressive with the Paraguayan economy experiencing the highest growth in a quarter of a century and the strongest financial system in decades.

Book excerpt: Equality of opportunity is about leveling the playing field so that circumstances such as gender, ethnicity, place of birth, or family background do not influence a person s life chances. Success in life should depend on people s choices, effort and talents, not to their circumstances at birth. 'Measuring Inequality of Opportunities in Latin America and the Caribbean' introduces new methods for measuring inequality of opportunities and makes an assessment of its evolution in Latin America over a decade. An innovative Human Opportunity Index and other parametric and non-parametric techniques are presented for quantifying inequality based on circumstances exogenous to individual efforts. These methods are applied to gauge inequality of opportunities in access to basic services for children, learning achievement for youth, and income and consumption for adults.

Book excerpt: This Open Access book is an excellent synthesis of the initial and continuing preparation for Mathematics Teaching in Bolivia, Ecuador, Paraguay and Peru, from which comparative analyses can be made that show similarities and differences, and highlight various perspectives. In February 2016, the 5th Capacity and Networking Project (CANP) workshop of the International Commission on Mathematical Instruction (ICMI) was held in Lima, Peru. The coordination of this two-week workshop was undertaken by an international scientific committee (IPC), with equal participation by mathematicians and mathematics educators from the region and from the international ICMI and IMU community. The goal of CANP5 was to improve the quality of mathematics education in the region, which led to the main theme of the scientific program “Initial and Continued Teacher Education”. Country Reports on the main theme of teacher education systems for each country in this region were presented and discussed to detect common issues that might be improved through a collaborative network. One of the most important results of this event was the creation of a Mathematics Education Network, namely the Comunidad de Educación Matemática de America del Sur – CEMAS. This book brings to the international Educational Community an important collection of experiences and ideas in the Mathematics Education of four Latin-American countries in the developing Andean region and Paraguay. The dissemination of these results can promote the search for international collaborative actions in a wider scale.

In the process, the tired stereotype of a “forgotten” country comprising only military dictators, Nazis, and steam trains is being rapidly discarded. Indeed Paraguay is now no longer off the map and its unique history is attracting growing interest. This third edition of Historical Dictionary of Paraguay covers its history through a chronology, an introductory essay, appendixes, and an extensive bibliography. The dictionary section has over 1000 cross-referenced entries on important personalities, politics, economy, foreign relations, religion, and culture. This book is an excellent access point for students, researchers, and anyone wanting to know more about Paraguay.

The country is home to about 7 million people, with the capital and largest city being Asunción. Despite being one of the smallest countries in South America, Paraguay is known for its rich history, diverse culture, and unique architecture. The official languages spoken in the country are Spanish and Guarani, with Spanish being the most commonly spoken language. The country's economy is mainly driven by agriculture, with soybeans being the largest export crop. Additionally, Paraguay is known for its large hydroelectric power plants, which provide a significant source of energy for the country and neighboring countries. Paraguay has a long and complex history, having been colonized by the Spanish in the 16th century and later becoming independent in 1811. The country has experienced political turmoil, including a brutal dictatorship from 1954 to 1989. Despite these challenges, Paraguay has made progress in recent years in regard to human rights and democracy. The country is known for its vibrant culture, celebrating traditional music, dance, and food. The Guarani people, an indigenous group, play a significant role in Paraguay's culture and language. Overall, Paraguay is a fascinating country with a unique blend of history and culture, making it an exciting destination for travelers and researchers alike.
