Book excerpt: Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

The costs of workplace incivility can be significant as workplace victims are not only likely to decrease their work effort, quality of work, and their level of commitment to the organization, they are also likely to mistreat others in the workplace and to take their frustrations out on those they serve. While these costs have a significant impact for police organizations, incivility by police officers against members of the public can have a much greater impact in terms of eroding perceptions of police legitimacy. This book takes a unique approach in providing a model for police organizations to pursue in becoming more inclusive. Book excerpt: From the mid-1990s onwards, Ireland experienced unprecedented growth levels in immigration from around the world, prompted by the country’s changing economic fortunes. In turn, the people of a very small and conservative country saw the rapid development of diverse minorities in their midst, especially in the capital, Dublin. From a sociological point of view, such communities posed challenges for the national police force, An Garda Síochána. As part of a strategy to engage with rapidly changing demographics, An Garda Síochána launched the Garda Racial and Intercultural Office (GRIO). In 2001, the author of this book was invited to establish a framework, and practical measures to negotiate the non-discriminatory policing of Ireland’s changing society. The author proposed the appointment of Garda Ethnic Liaison Officers (ELOs) to liaise and reassure members of these new minorities, while developing the officers’ own deeper understanding of difference and vulnerability. These appointed ELOs were trained in cultural awareness and difference by the author, in conjunction with minority representatives, which in turn, influenced their thinking in the delivery of a non-discriminatory front-line police service. The role of the ELO makes the Irish police authorities one of the first in the world with specialist officers dedicated to building relations with minorities. This book has many lessons to offer sociologists, academics, criminologists, lawyers, social policymakers and police institutions dealing with the plight of refugees, asylum seekers, economic migrants and marginalised people the world over.

This book asks: Under what conditions do governments manage internal violent conflicts by formally recognizing different ethnic identities? And, moreover, what are the implications for peace? Introducing the concept of "ethnic recognition", and building on a theory rooted in ethnic power configurations, the book examines the merits, risks, and trade-offs of publicly recognizing ethnic groups in state institutions as compared to not doing so, on sought-after outcomes such as political inclusiveness, the decline of political violence, economic vitality, and the improvement of democracy. It draws on both global cross-national quantitative analysis of post-conflict constitutions, settlements, and institutions since 1990, as well as in-depth qualitative case studies of Burundi, Rwanda, and Ethiopia. Findings show that recognition is adopted about forty percent of the time and is much more likely when the leader is from the largest ethnic group, as opposed to an ethnic minority. Moreover, all else equal, recognition promotes peace better than non-recognition under plurality leadership. Under minority leadership, peace outcomes are neither better nor worse. These findings should be of great interest to social scientists studying peace, democracy, and development, and of practical relevance to policy makers attempting to make these concepts a reality around the world"--
