However, the current role of the United States as the world's sole hyperpower has produced unique challenges as the United States confronts asymmetric threats from terrorist (non-state) organizations. Of special interest to the United States military is the prevention or mitigation of regional instabilities. These instabilities hamper economic prosperity and provide breeding grounds for popular discontent. While regional instabilities alone may not constitute a direct physical threat to the United States, their secondary effects, which include impacts on international trade, access to resources, and support bases for terrorist organizations, have major implications for U.S. national security interests. The unprecedented growth of the world's population, particularly in developing nations, is consuming the basic resources of food and water at an alarming rate, while the spread of epidemic diseases such as HIV/AIDS, tuberculosis, and malaria are destroying entire generations. In developing countries, the populations often focus much of their energy fulfilling the basic needs of food and water and when these needs are not met, an internal disruption of the State can result. While these "environmental issues" may not provide the sole reason for a population to take up arms, they can contribute to general discontent and accentuate other contentious matters. This paper presents a definition for "environmental security" and a rationale for why the United States, and especially Unified Geographic Combatant Commands (UGCCs) should engage in environmental issues that conflict with United States' national interests. The major environmental threats facing the world in the 21st Century are presented along with specific examples of the types of environmental issues that could cause conflicts with U.S. national security issues. Its members were environmental security experts from within and outside DOD and represented Major Commands and the Joint Community. This report was drafted by members of the panel and edited by the panel chairman. While recognizing that their report was a contribution to the ongoing effort to define DOD's environmental security role and not a comprehensive study, the panel reached consensus, and made recommendations on key policy.

The purpose of this paper is to define Environmental Security and apply the definition to two regions of the world and try to identify the environmental factors that pose the greatest threats to U.S. security. The primary objective of this research is to determine and define how environmental issues contribute to regional political, economic or physical instability and then apply this definition to the regions of the world. Environmental issues are not contained by national boundaries; hence, we will focus on the two contrasting pictures of regional instability as influenced by environmental issues. Competition for natural resources and environmental degradation pose a risk to national security and regional stability in the Middle East. However, in Southeastern Asia environmental crises has instigated regional cooperation and enhanced regional stability. As the paper will demonstrate, the effect of environmental issues or regional security is dependent on the disposition of the players.

Book excerpt: The end of the cold war has brought with it a milieu in which superpower control of client states has been greatly reduced and regional conflict has been exacerbated. Many formerly suppressed variables that contribute to political instability and regional conflict are now seen as important targets of foreign policy. One of the most important of these is the role of environmental issues in undermining the stability of newly formed democratic regimes. As stated by the National Security Strategy, "The stress from environmental challenges is already contributing to political conflict." Recognizing the importance of environmental issues to U.S. national security interests, the Deputy Undersecretary of Defense for Environmental Security defined DOD's role in environmental security to include "mitigating the impacts of adverse environmental actions leading to international instability." The Secretary of Defense in his analysis of the future threat environment described the four primary threats to U.S. national security interests as regional dangers, nuclear dangers, dangers to democracy, and economic dangers. All of these threats have significant environmental components and all could involve U.S. combat forces in regional conflict. By participating on a preventative basis in the resolution of transnational environmental issues that could lead to such conflict, DOD can forestall future Somalia-like involvements before they occur, a course of action that is extremely cost effective. DOD has the broad spectrum of capabilities that allows it to take pro-active measures that could prevent conflict and obviate the need for costly involvement of U.S. forces overseas. By so doing, DOD would be supporting the National Security Strategy objectives of encouraging new democracies, enhancing the humanitarian agenda and promoting global engagement and the peaceful settlement of regional conflict.

This position is often overshadowed by continued sectarian violence and trans-boundary conflicts that threaten the stability of the entire region with serious global implications. This preoccupation with conflict has come at the expense of addressing the region’s other challenges. Although the region’s fragile environmental state has increasingly preoccupied policymakers in individual countries, there is currently insufficient attention paid to coordinating collaborative action to recognise and address problems relating to its environmental sustainability and climatic change. In the absence of a positive agenda for tackling these issues, recurrent environmental setbacks and rapid depletion of the region’s natural resources continue to pose a major threat to the long-term economic, political, and social stability of the region. Despite the urgency of these challenges, there is little research dedicated to studying MENA’s environmental sustainability. Environmental Challenges in the MENA Region: The Long Road from Conflict to Cooperation draws from the proceedings of a seminal international conference on the subject at SOAS in October 2016, which was held as a celebration of the SOAS Centenary. This led to a collective contribution by experts and policy-makers concerned with the state of the MENA region’s environmental predicament with the aim of addressing these problems in a constructive and forward-looking approach. The chapters in this book are predicated upon two critical premises. First, expertise and awareness from a wide range of disciplines is required to understand and address environmental challenges. And, second, to have a real chance of success, MENA countries need to confront these problems as their common threats and to see them as an opportunity for regional cooperation and policy coordination. This book provides the results of an interdisciplinary effort to address the various dimensions of the region’s environmental challenges from across the region and disciplines.

Book excerpt: Watersheds, supplying crucial ecosystem services to humans, seem to be a logical territorial unit to integrate societal benefits and environmental needs in order to evaluate the sustainability of natural resource use patterns. Based on this belief the book is an attempt to initiate a comprehensive environmental security assessment in the basin of the Azov Sea, shared by Russia and Ukraine. Though the region provides a variety of essential services and plays a strategic role in national and international development plans, it has been excluded from most regional environmental discussions. At the same time there is an alarming degradation rate of basin freshwater ecosystems that has occurred due to overutilization of certain prioritized services (e.g. transportation). The collapse of neglected services (e.g. fishery and freshwater supply) poses serious threats to the national economies as well as the local population, and to mitigate these threats priority in water management should be given to securing sustainability of the regional freshwater ecosystems. In addition to the review of the current status of Azov ecosystem services, the authors analyze likely future availability and challenges. The relevant experience derived from basin management of the Black Sea and other similar basins is also discussed.
