Book excerpt: This volume is the result of a collective effort made by its authors to reason and write about environmental policy from an empirical, rather than from a prescriptive perspective. Since the authors, like most people, care about the environment and, as professional economists or political scientists, have some expertise to offer in the area of policy-design, it was not always easy for them to keep on the intended track. Whereas they knew that it is unusual to follow a strictly empirical approach in such a 'practical' field as environmental policy, they discovered only during the effort what kind of difficulties would be encountered. Moreover, they learned that it is sometimes necessary to reason normatively in order to catch essential features of empirical reality. As it turns out, moral notions cannot entirely be neglected in political life. The predominance of homo economicus is not absolute. We feel that the effort has been worthwile and deserves to be repeated and expanded. It has been a truly co-operative project and we are very grateful to all authors for their willingness to contribute. Special gratitude we owe to Frans van Nispen and Annemarie Rima. Frans van Nispen has assisted us in every conceivable way during the preparation of this book.

Available in PDF, EPUB and Kindle. Book excerpt: Environmental protection and resource conservation depend on the imposition of property rights (broadly defined) because in the absence of some property system - private, common, or public - resource degradation and depletion are inevitable. But there is no universal, first-best property regime for environmental protection in this second-best world. Using case studies and examples taken from countries around the world, this 2002 book demonstrates that the choice of ownership institution is contingent upon institutional, technological, and ecological circumstances that determine the differential costs of instituting, implementing, and maintaining alternative regimes. Consequently, environmental protection is likely to be more effective and more efficient in a society that relies on multiple (and often mixed) property regimes. The book concludes with an assessment of the important contemporary issue of 'takings', which arise when different property regimes collide.

Book excerpt: With unique scholarly analysis and practical discussion, this book provides a comprehensive introduction to the relationship between environmental protection and human rights being formalized into law in many legal systems. This book instructs on environmental techniques and procedures that assist in the protection of human rights. The text provides cogent guidance on a growing international jurisprudence on the promotion and protection of human rights in relation to the environment that has been developed by international and regional human rights bodies and tribunals. It explores a rich body of case law that continues to develop within states on the environmental dimension of the rights to life, to health, and to public participation and access to information. Five compelling contemporary case studies are included that implicate human rights and the environment, ranging from large dam projects to the creation of a new human right to a clean environment.

Available in PDF, EPUB and Kindle. Book excerpt: Environmental taxes differ from each other according to the functions they serve and the manner in which they are implemented. This study highlights the appropriateness of different kinds of environmental taxes against a rigorous framework of theory and case study evidence. The purpose of this book is to analyse the way in which environmental taxes are categorized and which factors affect the effectiveness and efficiency of the different kinds of environmental taxes in practice. This pragmatic approach is emphasized along with the multiplicity of regulatory problems such as: At what level should the environmental tax rate be set? What is the proper time schedule for introducing an environmental tax? What are the most appropriate taxable characteristics and how should they be determined? What activities should be exempt from environmental taxation? How can tax relief be implemented? These are only some of the regulatory problems explored in this study, which also encompasses an examination of the theory of regulation. The author argues that economists have often paid too little attention to the administrative and legal issues concerning the implementation of legislation, such as environmental tax laws, which are of course vital to the success of any potential policy. Lawyers too have in turn neglected the theory of regulation, which would assist in analyising problems in a future-oriented way. Environmental taxes will therefore be of great interest to a wide audience of environmental economists, law and economics scholars as well as policymakers.--Back cover.

Improvements in air and water quality as well as regulation of hazardous waste and toxic substances has led to new policies such as the Superfund Act and a general increase in awareness about environmental issues on a federal level. Placing an emphasis on economics, these papers analyse the effectiveness of environmental policy and progress made in relation to air pollution, water quality, hazardous wastes, toxic substances and enforcement of regulations. This title will be of interest to students of environmental studies.

Book excerpt: The first edition of Public Policies for Environmental Protection contributed significantly to the incorporation of economic analysis in the study of environmental policy. Fully revised to account for changes in the institutional, legal, and regulatory framework of environmental policy, the second edition features updated chapters on the EPA and federal regulation, air and water pollution policy, and hazardous and toxic substances. It includes entirely new chapters on market-based environmental policies, global climate change, solid waste, and, for the first time, coverage of the Safe Drinking Water Act. Portney, Stavins, and their contributors provide an invaluable resource for researchers, policymakers, industry professionals, and journalists---anyone who needs up-to-date information on U.S. environmental policy. With their careful explanation of policy alternatives, the authors provide an ideal book for students in courses about environmental economics or environmental politics.

Book excerpt: The U.S. Environmental Protection Agency (EPA) is one of several federal agencies responsible for protecting Americans against significant risks to human health and the environment. As part of that mission, EPA estimates the nature, magnitude, and likelihood of risks to human health and the environment; identifies the potential regulatory actions that will mitigate those risks and protect public health1 and the environment; and uses that information to decide on appropriate regulatory action. Uncertainties, both qualitative and quantitative, in the data and analyses on which these decisions are based enter into the process at each step. As a result, the informed identification and use of the uncertainties inherent in the process is an essential feature of environmental decision making. EPA requested that the Institute of Medicine (IOM) convene a committee to provide guidance to its decision makers and their partners in states and localities on approaches to managing risk in different contexts when uncertainty is present. It also sought guidance on how information on uncertainty should be presented to help risk managers make sound decisions and to increase transparency in its communications with the public about those decisions. Given that its charge is not limited to human health risk assessment and includes broad questions about managing risks and decision making, in this report the committee examines the analysis of uncertainty in those other areas in addition to human health risks. Environmental Decisions in the Face of Uncertainty explains the statement of task and summarizes the findings of the committee.
