Comprising five comprehensive parts, it includes in-depth case studies of contemporary policy issues such as climate change, genetically modified organisms and trans-Atlantic relations, as well as an assessment of how well the EU is responding to new challenges such as enlargement, environmental policy integration and sustainability. The book's aim is to look forward and ask whether the EU is prepared or even able to respond to the 'new' governance challenges posed by the perceived need to use 'new' policy instruments and processes to 'mainstream' environmental thinking in all EU policy sectors.

Book excerpt: This book examines how different countries define and address environmental issues, specifically in relation to intergovernmental relations: the creation of institutions, the assignment of powers, and the success of alternative solutions. It also investigates whether a systemic view of the environment has influenced the policy-making process. The broad perspective adopted includes a detailed analysis of seventeen countries in six continents by scholars from a range of disciplines economics, political science, environmental science and law thus producing novel material that moves away from the conventional treatment of decentralisation and the environment in economic literature. Providing a comprehensive and up to date analysis of environmental governance worldwide, this book will be of great interest to researchers and students in environmental economics, environmental politics, governance and decentralisation. It will also appeal to practitioners and policymakers with responsibilities over the environment.

Available in PDF, EPUB and Kindle. Book excerpt: Nicolas Buclet Waste management issues can be approached in several ways. The question of which treatment technique to adopt is essentially a downstream problem. In our view the issue needed to be tackled further upstream. Waste management is not only a technical problem, it is also an area which involves various actors throughout society. In this book, as in the previous volume (Buclet, Godard, 2000), the organisation of waste management is seen in terms of regimes. A regime is an entire form ofinstitutional, technical, economic and social organisation relating to a specific field, no matter how complex that field is. Regime formation is generally a long-drawn-out process, rooted in the multiple interactions of the actors involved. Legislation plays a crucial role but would not, of itself, lead to the formation of a regime. There is always the old question of causality and which element occurs first: the behaviour of actors who constitute the reality, or the legislation that models their behaviour? Besides legislation, other formal or informal conventions influence the behaviour of actors approaching a common path, making co ordination easier between them. In this book we have insisted on conventional principles. They are the real guides for actors within each national regime.

Book excerpt: The high voting threshold in the Council together with conflicting national preferences should frustrate effective European problem-solving. This famous prediction of the "joint-decision trap" (JDT) is at odds with Europe's dynamic environmental policy. Yet there is scarce research on the limited impact of the JDT in this realm. We know little, therefore, about the conditions of effective environmental policy-change in the EU. By comparing cases of stability and change, including CO2-limits for passenger cars and the phase-out of incandescent lamps, The EU's Green Dynamism examines the ways in and out of the JDT in environmental policy. It shows how both the highly politicized summit level and the bureaucratic "comitology" facilitate change by acting as informal bypasses to the Council. This book contributes to a better understanding of the JDT. It speaks to the recent debate about Europe's "new intergovernmentalism" and the reliance on "informal politics," especially in the wake of the Euro crisis.

Book excerpt: This book contributes to the literature on the change of governance in the context of its European multilevel organization. The integration of Europe is a process of fundamental social change: a process of constructing a European society and of deconstructing the national societies. Münch demonstrates that there is a movement away from republican and representative features of a democracy and towards liberal and pluralistic features. The book illustrates this change in the nature of European political regulation, European jurisdiction and the intellectual debates in France, Germany and Britain on legitimising the emerging system of multilevel governance. He discusses how far the new European regime of liberal governmentality converges with the US-American type of constitutional liberalism. Following a sociological approach, the book focuses on identifying the causes, features and consequences of the fundamental social change taking place in the process of European integration. This book will be of interest to scholars and graduate students from political science, sociology, law and philosophy interested in political theory, comparative politics, international relations and political communication as well as practitioners of policy-making in governments, administration, parties, associations and the media.

Yet the prospects for international cooperation leading to the management of impacts on the planet remain grim. The Global Environment meets the need for an authoritative assessment of the state of international environmental institutions, laws and policies at the end of the 20th century. The book examines disagreements over the meaning of sustainable development, problems inherent in implementing environmental policies and the conflict over the exclusion of developing countries from the Kyoto Protocol. It discusses the profound trade-offs that may be required, the role of international financial interests in promoting incompatible forms of development and analyses international environmental institutions, law and policy and sustainable development.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union is widely held to suffer from a democratic deficit, and this raises a wider question: can democracy at all be applied to decision-making bodies beyond the nation state? Today, the EU is a highly complex entity undergoing profound changes. This book asks how the type of cooperation that the EU is based on can be explained; what are the integrative forces in the EU and how can integration at a supra-national level come about? The key thinkers represented in this volume stress that in order to understand integration beyond the nation state, we need new explanatory categories associated with deliberation because a supranational entity as the EU posesses far weaker and less well-developed means of coercion - bargaining resources - than do states. The most appropriate term to denote this is the notion of 'deliberative supranationalism'. This pioneering work, headed by major writers such as Habermas, Schlesinger and Bellamy, brings a new perspective to this key issue in contemporary politics and political theory.
