Book excerpt: Although detailed information exists to identify operations requiring cleanup and to estimate the related cleanup costs at the six installations we visited, DOD does not have a comprehensive, controlled process to capture, summarize, maintain, and report this data for all operations. DOD currently has a structured process in place to compile and report site and cost data for DERP cleanups; however, the department is not using this process for all cleanup costs associated with ongoing and inactive/closed operations. Since many of the same installation personnel manage DERP and non-DERP cleanups, the current framework could be expanded to encompass both. In addition, DOD is not routinely coordinating between installation property management and environmental management personnel. Consequently, DOD is not properly maintaining its real property records or reconciling them with environmental site records. These issues exist primarily because DOD does not have adequate guidance and leadership to ensure that: (1) all future cleanup costs are identified and reported as part of an overall approach to managing all of its environmental liabilities, and (2) real property records are properly maintained and coordinated with environmental site records. As our work reveals, the guidance and procedures must be developed and implemented with effective coordination across the environmental, property management, and accounting communities. Until DOD addresses the issues discussed in this report, particularly in the areas of guidance and leadership, we cannot assure the Congress that DOD's reported environmental liabilities can be relied on for long-range budget planning decisions.

Book excerpt: Because of concerns about the long-term budgetary implications associated with the environmental cleanup of the Department of Defense (DOD) training ranges, GAO examined (1) the potential magnitude of the cost to clean up these ranges in compliance with applicable laws and regulations, (2) the scope and reliability of DOD's training range inventory, and (3) the methodologies used to develop cost estimates. GAO found that DOD lacks complete and accurate data with which to estimate training range cleanup costs. DOD has not done a complete inventory of its ranges to fully identify the types and extent of unexploded ordnance present and the associated contamination. Recently, DOD began to compile training range data, but these initial efforts have been delayed because DOD did not issue formal guidance to the services for collecting the information until October 2000. Because DOD has not completed an inventory of its ranges, the services have used varying methods to estimate the size and condition of the ranges necessary to estimate the cost of cleanup for financial statement purposes. As a result, environmental liability costs are not consistently calculated and reported across the services.

Book excerpt: Pursuant to a congressional request, GAO reviewed Department of Defense (DOD) efforts to clean up environmental damage on DOD-owned property, focusing on: (1) cleanup costs at contaminated facilities; and (2) the DOD approach for sharing cleanup costs between the government and other parties. GAO found that: (1) environmental cleanup at DOD government-owned, contractor-operated (GOCO) plants and the Rocky Mountain Arsenal will generally take longer and cost about $3 billion, 70 percent more that DOD reported; (2) liability for cleanup falls on a variety of potentially responsible parties, including facility operators and generators of hazardous substances; (3) each of the services and the Defense Logistics Agency has a different policy on cost-sharing for environmental cleanups; (4) Environmental Protection Agency policy states that status as a GOCO operator does not shield a contractor from environmental liability; (5) the military services have not requested that GOCO operators share in the cost of cleaning up past contamination; (6) cleanup is managed by the Army Corps of Engineers at former defense sites and former GOCO facilities sold to the private sector; and (7) a contribution of about $250 million has been obtained from the lessee at the Rocky Mountain Arsenal.

Book excerpt: For decades, the Department of Defense (DOD) has tested and fired munitions on millions of acres of operational ranges. These munitions contain various constituents such as lead, trinitrotoluene (TNT), and ammonium perchlorate salt (perchlorate) that are, in some instances, known or suspected of causing health effects such as damage to the central and peripheral nervous systems, cancer, and interfering with thyroid function. Concerns about the potential cost to clean up munitions prompted Congress to require that DOD develop an estimate for what it would cost to clean up its operational ranges. The National Defense Authorization Act for Fiscal Year 2002 required DOD to provide (1) a comprehensive assessment of unexploded ordnance, discarded military munitions, and munitions constituents at current and former DOD facilities; and (2) an estimate of the aggregate projected cost of remediation (cleanup) at operational ranges,1 stated as a range of costs, including a low and high estimate. As of April 2003, DOD identified 10,444 operational ranges located in the United States and its territories, with Army operational ranges accounting for 94 percent of the total. DOD estimated it would cost between $16 billion and $165 billion to clean up unexploded ordnance, discarded military munitions, and munitions constituents on these operational ranges. constituents on these operational ranges.
