Policy or business interventions involving a segment of the food system often have consequences beyond the original issue the intervention was meant to address. A Framework for Assessing Effects of the Food System develops an analytical framework for assessing effects associated with the ways in which food is grown, processed, distributed, marketed, retailed, and consumed in the United States. The framework will allow users to recognize effects across the full food system, consider all domains and dimensions of effects, account for systems dynamics and complexities, and choose appropriate methods for analysis. This report provides example applications of the framework based on complex questions that are currently under debate: consumption of a healthy and safe diet, food security, animal welfare, and preserving the environment and its resources. A Framework for Assessing Effects of the Food System describes the U.S. food system and provides a brief history of its evolution into the current system. This report identifies some of the real and potential implications of the current system in terms of its health, environmental, and socioeconomic effects along with a sense for the complexities of the system, potential metrics, and some of the data needs that are required to assess the effects. Book excerpt: This book looks at agriculture and the environment, placed within the dynamic context of post-communist societal change and entry into the European Union (EU). Scrieciu explores developments in eleven Central and Eastern European (CEE) countries and argues for agriculture’s natural place in these societies. The history of these countries is significant in how it has shaped the institutions and influenced the outcomes. In many cases, during communism, agriculture was not considered a strategically. An ecological consciousness did not figure high on the agendas of authoritarian regimes. After 1990, some post-communist farm economies progressed slower than others, and environmental pressures mostly diminished with agricultural restructuring. In parts of CEE, increases in numbers of low-input small farms have resulted in some, though largely unintended, ecological benefits. A dual environmental challenge has nevertheless surfaced. On one hand, environmentally unsustainable practices have been attributed to some low-input farming. On the other hand, risks of farm over-intensification and resource overexploitation are on the rise. Also, environmental regulatory and institutional frameworks are not always effectively in place. EU membership is not creating the anticipated benefits for farm growth. There are a number of systemic structural barriers preventing many farmers from drawing on Common Agricultural Policy incentives and support. The presence of many vulnerable poor farms is clearly problematic, particularly economically. However, small-scale farms could be made more acceptable and profitable by ensuring EU policies acknowledge their value and by building institutions to support alternative farm growth strategies, aside from the traditional European model of individual corporate farm expansion. The voluntary uptake of grassroots rural cooperation and farm associations may represent such an alternative. Future European farm policy reforms need to reach the small and vulnerable, and better tackle issues of farm equity, poverty, and agricultural sustainability in the new Europe. This is a timely contribution as this type of "transition" has just begun. This book should be of use to students and researchers looking at agricultural and environmental economics, post-communist rural societal change, European integration and the Common Agricultural Policy.

Book excerpt: This report examines evidence on the relationship between agricultural land-use changes, soil productivity, and indicators of environmental sensitivity. If cropland that shifts in and out of production is less productive and more environmentally sensitive than other cropland, policy-induced changes in land use could have production effects that are smaller -- and environmental impacts that are greater -- than anticipated. To illustrate this possibility, this report examines environmental outcomes stemming from land use conversion caused by two agricultural programs that others have identified as potentially having important influences on land use and environmental quality: Federal crop insurance subsidies and the Conservation Reserve Program (CRP), the Nation's largest cropland retirement program. The report finds that lands moving between cultivated cropland and less intensive agricultural uses are, on average, less productive and more vulnerable to erosion than other cultivated lands, both nationally and locally. These lands are also associated with greater potential nutrient runoff and leaching compared with cultivated cropland nationally. Crop insurance subsidies and CRP have estimated effects on erosion and other environmental factors that are disproportionate to the acreage and production effects, but specific environmental impacts vary with the features of each program.

The effects on climate changes are explored, and the report questions the extent to which land degradation on agricultural land, affects climate change. Does it increase emissions of greenhouse gases? Does it affect land's capacity to serve as a carbon sink? Can appropriate management enhance both land's productivity, and its capacity to store carbon? The carbon cycle in soils is analyzed, indicating land degradation is likely to reduce the ability of soils to serve as carbon sink, and release stored carbon into the atmosphere, and, bio-diversity effects are likely to be adverse. Global benefits of land degradation control, include afforestation, to allow increased carbon sequestration, and provide adequate bio-diversity habitats; and, community-based wildlife management, can provide alternatives to some marginal areas. Although integrating global dimensions into land degradation control projects, may reverse the field level, or national problems it is causing, difficulties and constraints will likely contribute to the failure of these projects.
