Book excerpt: This report has been prepared to identify and analyze the environmental impacts potentially associated with the proposed construction and operation of 170 field grade and senior officer single-family detached housing units on a site of approximately 50 acres in San Pedro, California. The proposed housing site comprises a portion of the 145.8-acre area known as White Point. A total of approximately 660 persons would live in the proposed project. The report follows the standard format for an environmental assessment and contains six major sections, as follows: (I) Introduction, (II) Project Descriptions, (III) Alternatives To the Proposed Action, (IV) Relationship to land use Plans, Policies and Programs, (V) Relationship to the California Coastal Act of 1976 and (VI) Environmental Description and Impact Assessment. The need for the project has been established because of the lack of on-base housing at the Los Angeles Air Force Station (LAAFS), the inability of military personnel to find adequate affordable housing in the Los Angeles area, the lack of available sites for housing within a reasonable commuting distance of LAAFS and the general unavailability of housing consistant with Air Force standards in the local area.

Book excerpt: The U.S. Air Force, Headquarters Space Division, Los Angeles, California, is proposing to construct 170 single family, detached homes for field grade and senior Air Force officers on approximately 50 acres of the area known as White Point in San Pedro, California. The proposed project will require cut and fill that will alter the specific terrain of the site; however, the general terraced nature of the site will remain. Regional and local air quality will not be significant affected by the proposed project. Adverse noise levels resulting from the proposed project are negligible. The proposed land use will alter the current open space nature of the site and preclude the use of the project site from a proposed State or City Park; however, the remaining 95 acres of White Point will still be available for recreational development by either the State or City. The proposed project will be consistent with surrounding single family residential areas. The proposed project will be consistent to the maximum extend possible with the plans and programs of the California Coastal Zone Commission and the Specific Coastal Land Use Plan for San Pedro. The proposed project will result in a population increase of approximately 660 people which is a small increase to the total population of the San Pedro area. The proposed project will have insignificant effects on the public services of the regional and local area. An archaeological/historical survey and record search was conducted for the proposed project site. A finding of no significant impact is made.

This action would help fulfill the projected deficit of military family housing (MFH) and maintain Air Force standards of living for military personnel and their families. Four options for fulfilling the MFH deficit were evaluated by the Air Force (i,e,, the Proposed Action and three alternatives). The Proposed Action is the development of MFH on the US Navy White Point housing site and an adjacent, undeveloped parcel of land. The three alternatives to the Proposed Action are: (1) demolition of a portion of the San Pedro Navy Housing on John Montgomery Drive and rebuilding MFH on this site; (2) construction of new housing units on the Fort MacArthur Upper Reservation; and (3) the No Action Alternative, All sites are located in the community of San Pedro in the City of Los Angeles, An Environmental Assessment (EA) dated December 1996 has been prepared to evaluate the environmental impacts of the Proposed Action and alternatives, In late 1993, the Air Force originally proposed to alleviate its housing deficit by building up to 150 single-family, housing units at the Fort MacArthur Upper Reservation in San Pedro. Significant adverse environmental impacts were expected to occur, and a Notice of Intent to prepare an Environmental Impact Statement (EIS) was published in the Federal Register on July 20, 1994. However, as a result of a public scoping meeting held in August, 1994, and the 1995 Base Realignment and Closure Committee decision to close US Naval Station Long Beach, the Proposed Action was changed, In February, 1996, the Air Force proposed to build up to 96 single-family housing units on the US Navy White Point housing site, including an adjacent, Navy-owned, undeveloped, 8-acre parcel of land.

As a result of this review process, the Secretary of Defense, on 29 January 1990, announced his proposal to close or realign a number of military bases. Los Angeles AFB, California, has been identified as a candidate for closure in conjunction with the proposed relocation of HQ SSD and appropriate supporting units to Vandenberg AFB, California. Prior to closure decisions, studies of strategic, operational, budgetary, fiscal, environmental, and local economic consequences are required under Title 10 USC 2687. In accordance with the National Environmental Policy Act (NEPA), the results of the environmental study are described in this DEIS, which includes analyses of community setting, land use and aesthetics, transportation, utilities, hazardous materials, geology and soils, water resources, air quality, noise, biological resources, and cultural and paleontological resources. As alternatives, the DEIS also analyzes the impacts of relocating HQ SSD and its support units to March AFB, California; Falcon and Peterson AFBs, Colorado; or Kirtland AFB, New Mexico.

Book excerpt: The purpose of the Proposed Action is to provide for an upgraded facility that will meet the existing and future physical fitness needs of military personnel and their dependents at LAAFB. The present PFC and HAWC facilities are inadequate to provide effective and minimum conditioning and exercising requirements. Consequently, there is a great need to provide a facility to meet minimum Air Force requirements for physical fitness at LAAFB. Moreover, the existing PFC and HAWC do not meet current fire and building safety codes. They are housed in structures that are not structurally adequate to withstand a significant seismic event. Other facility deficiencies include an antiquated electrical system, a suspect root, and the presence of asbestos containing materials and lead based paint. The programs and services provided by the two existing facilities are directly related but are located in completely separate buildings. The new Complex will provide for a more efficient use of space.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
