Book excerpt: 400 million tonnes of waste is produced in England and Wales from industrial, commercial and household sources, with 375 million tonnes produced in England alone. Following on from its previous report on waste management issues (HCP 385-I, session 2002-03, ISBN 0215010876) published in May 2003, the Committee's report focuses on the progress being made to meet targets for recycling, and the impact of the EU Landfill Directive on reducing the amount of waste sent to landfills, particularly in hazardous waste landfill capacity. Findings include that waste policy has a lower public profile than many other environmental issues, and its development is hindered by a lack of quality data. Concerns are raised about the level of hazardous waste that is unaccounted for, following the ending of co-disposal of hazardous and non-hazardous waste in the same landfill. Government funding for research into new treatment technologies is welcomed, but more investment is needed; and the planning system is a key influence on the country's waste management capacity. The Committee also recommends that the Landfill Tax should be increased to £35 per tonne; and that the introduction of local authority schemes to promote household waste recycling should be left at the discretion of local councils, with variable charging schemes only introduced if this can avoid disadvantaging low-income families.

Available in PDF, EPUB and Kindle. Book excerpt: This book takes stock of learning theories in the European Union (EU) integration literature and assesses what insights the concept of ‘learning’ has added to our understanding of the European integration processes. Given the European integration dynamics since 2000 (including enlargement and new governance approaches and instruments), learning and learning-related theories have gained major EU significance. The book addresses the less noticed micro level patterns of behavioural change that deserve more visibility in the EU's theoretical toolbox. It focuses on the conditions under which EU actors in various decision-making processes learn or do not learn. In asking this question it raises issues about the EU’s nature. Do the EU conditions that favour learning outweigh the EU conditions that inhibit learning? Is the EU system too complex for learning processes to have a discernible, concrete impact? To assess the degree that the EU system and its member states learn, the authors selected for this volume are all explicitly comparative in their approach, and have been encouraged to look at differences across political systems. In doing so, the authors study how EU member states, EU institutions, and other groups and organisations pursue learning across the multi-level EU policy process. This book was previously published as a special issue of Journal of European Public Policy.

Book excerpt: 'An evenhanded, realistic and thoughtful approach to identifying environmental problems and management goals' Stephen Zavestoski, Assistant Professor of Sociology and Environmental Studies, University of San Francisco '...a theoretically advanced yet accessible treatment of environmental governance, drawing on an impressive range of material to investigate the roles of states and industries in addressing environmental problems.' Harriet Bulkeley, Department of Geography, University of Durham 'Written in the vein of critical optimism, this book is pitched at the right level to inspire people trying to make pragmatic changes to their governmental and industrial systems: trying to make a difference where it counts.' Timothy Doyle, Associate Professor in Geographical and Environmental Studies, University of Adelaide What is the future for our environment? We face serious risks of major industrial accidents and global environmental degradation, yet new technological developments promise a standard of living unimaginable only a few generations ago. Michael Howes outlines the ways in which governments have responded to environmental risk over the past four decades. He examines the key environmental issues and the claims of envirosceptics, offering a new strategy for making major administrative decisions in the face of uncertainty. He explains how governments have developed environmental policy, and the ongoing tensions between science, industry, the state, social movements, and electoral politics. In a clear, straightforward manner, he shows how to use the work of theorists Ulrich Beck, Michel Foucault and John Dryzek to analyse environmental policy. He also develops a new method of measuring the effectiveness of environmental governance in developed countries. Howes draws on a wide array of sources from business, government, environment groups, academic research, and NGOs to illustrate his arguments, with comparisons between the environmental policies of the UK, the USA and Australia.

Book excerpt: Tourists are drawn to explore new environments and peoples. What better way to interact with a locality than to seek out and roam its marketplaces? The nature of tourist shopping activity thus goes beyond mere functional purchasing into multi-sensory explorations of place and space. Awareness of the shifting nature of these attractions is crucial to retailers and place marketers, in this age of the internet, in order that the physical space of the market is also social and cultural space. This book offers new perspectives on the intersection between tourism and retail research that is liminal to both fields yet central to the tourist experience, standing as an important and illuminating realm of consumer behaviour. It features a selection of multidisciplinary researchers' perspectives on tourist retail format and formation attractiveness for consumers, from the economist to the fashion retailer. By reviewing selected developments in space, place and behaviours within leisure, entertainment and recreational shopping, encompassing travel points, retail centres, sensory/festival marketplaces, leisure/cityscapes, department stores and fashion, the book offers thought-provoking insights into the past, present and future of tourist retail across a variety of global locations. Given the emphasis upon consumer experience in place and space study and the apparent importance of retail activities within the tourism sphere, this book will be valuable reading for all those interested in retail, tourism and wider socio-cultural leisure environments and behaviours.
