Available in PDF, EPUB and Kindle. Book excerpt: Budgets have a big influence on the economy and society. With many countries, about 50 percent of total expenditures and income pass through the budget via taxes, charges and expenditures. In recent years many countries, e. g. in the OECD and the EU, have tended to use this influence in an environmentally rational way. Tradi tional environmental policy has relied on command-and-control and cnd-olpipc technologies that have proven to be insufficient in coping with the challenge of glo bal change. Hence, many countries have started to investigate the environmental impacts of their budgets by looking at existing taxes and charges, as well as tax allowances and exemptions and other relevant regulations and expenditures -even to have a special impact on the environment. The implementation of those not meant such findings is now broadly discussed in these countries. This publication will contribute to the debate. It is a result of a wider project called Green Budget Reform -Prospects in Central and Eastern Europe. initiated by Vida Ogorelec Wagner, managing Director of Umanotera, The Sloven ian Founda tion for Sustainable Development, and then jointly developed. proposed to the EC and carried out in partnership with Kai Schlegelmich of the Wuppertal Institute in Germany. The project comprised an international seminar on Green Budget Reform in April 1997 at Lake Bled, Slovenia, and the Case Study of Sloveilla.

Available in PDF, EPUB and Kindle. Book excerpt: In this new edition, the progress made in the last decade to solve the environmental problems described in the first edition is assessed. The attempts to bring environmental legislation into line with West European norms is also described. Environmental Problems of East-Central Europe looks at air and water pollution, modern farming, water supplies, waste management and landscape protection. These topics are placed within economic, social and political profiles, as spending on a clean environment must be reconciled with welfare spending and the safeguarding of jobs, European Union assistance, civil society and the work of environmental NGOs are also discussed. All of these matters are considered within the context of the wider geographical area and then by each individual country, including the previously communist states lying to the west of the Soviet Union (now with the former federal states of Czechoslovakia and Yugoslavia broken up into seven different entities) and a review of the former Soviet Union with particular reference to the Baltic States. Environmental Problems in East-Central Europe provides a wealth of up-to-date reference material, with a vast amount of supporting literature on environmental conditions and the functioning of civil society and a map of each country. The environment is being taken seriously by them all, such is the influence of the Rio sustainability agenda in general and the EU environmental 'acquis' in particular. The book reveals that Eastern Europe is not a blighted area, but in some respects has a higher biodiversity than Western Europe. Although there is enormous waste and inefficiency in energy use, people actually consume relatively little and the East therefore has some lessons for the West in terms of managing on the bases of 'fair share' of the earth's resources.

Preučevanja so zajela štiri poglavitne slovenske pokrajinske tipe: ravnine, gričevja, hribovja in kraške pokrajine.

Available in PDF, EPUB and Kindle. Book excerpt: For more than 1,300 years Slovenes had lived in Eastern Europe without having a separate Slovene state, but in December of 1990, they voted for independence, or, put more appropriately, for "disassociation" from Yugoslavia. Unfortunately, Slovenia had to fight for its independence, which it did not fully achieve until 1995 after its bloody disintegration with Yugoslavia was over. Since independence, however, Slovenia has prospered; its economy is far ahead of other former communist states and in 2004 Slovenia acceded to both NATO and the European Union, the only republic of former Yugoslavia to do so. The A to Z of Slovenia covers the history of Slovenia and its struggle to gain independence from communism. This is done through a detailed chronology, an introduction, appendixes, a bibliography, and hundreds of cross-referenced dictionary entries on some of the more significant persons, places, and events; institutions and organizations; and political, economic, social, cultural, and religious facets.

Available in PDF, EPUB and Kindle. Book excerpt: With the environmental crisis comes a crisis of the imagination, a need to find new ways to understand nature and humanity's relation to it. This is the challenge Lawrence Buell takes up in The Environmental Imagination, the most ambitious study to date of how literature represents the natural environment. With Thoreau's Walden as a touchstone, Buell gives us a far-reaching account of environmental perception, the place of nature in the history of western thought, and the consequences for literary scholarship of attempting to imagine a more "ecocentric" way of being. In doing so, he provides a major new understanding of Thoreau's achievement and, at the same time, a profound rethinking of our literary and cultural reflections on nature. The green tradition in American writing commands Buell's special attention, particularly environmental nonfiction from colonial times to the present. In works by writers from Crevecoeur to Wendell Berry, John Muir to Aldo Leopold, Rachel Carson to Leslie Silko, Mary Austin to Edward Abbey, he examines enduring environmental themes such as the dream of relinquishment, the personification of the nonhuman, an attentiveness to environmental cycles, a devotion to place, and a prophetic awareness of possible ecocatastrophe. At the center of this study we find an image of Walden as a quest for greater environmental awareness, an impetus and guide for Buell as he develops a new vision of environmental writing and seeks a new way of conceiving the relation between human imagination and environmental actuality in the age of industrialization. Intricate and challenging in its arguments, yet engagingly and elegantly written, The Environmental Imagination is a major work of scholarship, one that establishes a new basis for reading American nature writing.

Book excerpt: Internationally, the wetlands of headwater and upland regions provide many valuable environmental services. This book moves towards a more comprehensive inventory of the benefits and costs of headwater wetlands. It evaluates the research that tries to understand the tolerances, exchanges, checks and balances within headwater landscapes and the downstream impacts of changes in wetlands. It employs case studies and reviews from 21 nations spanning Europe, Africa, Asia and the Americas. It explores the new policy frameworks, changes in land husbandry, new systems for community education, participatory processes and technological interventions required for the effective management of headwater wetlands and the full integration of wetlands (including newly constructed wetlands) into environmental management and planning. In the past, most research dealt with wetlands as isolated features, this book examines wetlands in their watershed management context.

The book provides a systematical overview of physical and human geographical elements of Slovenia from landforms to cultural characteristics. Special attention is given to landscape diversity, to the presentation of Slovene landscape types and regions, to some particularities and interesting facts of Slovenia, and to the position of Slovenia in the World. The book also illustrates some other important geographical phenomena, processes and interactions between nature and society in nowadays Slovenia. This volume appeals to researchers as well as students in the field of regional geography. It can also serve as a source for complete background information as well as a field guide for Slovenia.

Book excerpt: "This study will be of interest to EA practitioners in public administration; development and consultant organizations; training and educational and research institutes; and international and bilateral aid agencies. Project level EIA (Environmental Impact Assessment) and, to a lesser extent, SEA (Strategic Environmental Assessment) for planning and other strategic level actions have been, or are being, introduced in the great majority of countries in transition (CIT). As yet, however, most of the countries have only limited experience in formulating "state of the art" EIA regulations and applying them satisfactorily. Furthermore, such experiences in CITs that do exist are not yet sufficiently well documented and widely disseminated. This report should be of considerable value in helping strengthen EA regulation and practice in the region."--BOOK JACKET.
