Book excerpt: The issues of entrepreneurship development and employment generation continue to receive high attention because of their impact on unemployment and poverty reduction in many parts of the world. The National Directorate of Employment was introduced by government in its efforts toward employment generation. In furtherance of attempts toward tackling unemployment, addressing issues of poverty and vulnerability and promoting inclusive finance at the grass-root levels, the Directorate has a Special Micro Empowerment Scheme, which is aimed at promoting social inclusion and job creation. Micro, Small and Medium enterprises such as water/beverage sales, shoe making, shining, among other vocations account for about 99.6 percent of registered businesses in Nigeria by which about 63 percent of the labour force earn a living. The Directorate has created over 2.076 million employments since it was established. The NDEs one million job creation programme remains a wonderful idea in employment generation. The survey research method was used for the study. Surveys refer to an investigation of events that exist at the time of the research and connected with some problem situations that is felt over a wide area. Data analysis was done through Pearson's techniques. The result showed a very strong positive correlation between entrepreneurship development and employment generation. This is the aim of the study.

Among others, it was recommended to incorporate entrepreneurship in our school curriculum where vocational subjects would become compulsory right from Upper Basic Education level through tertiary education level to train, prepare, and develop the economic mindset of the younger generations and decrease the high level of unemployment.

This has resulted in the migration of people from one region of the world to another in search of greener pastures. In the past three decades, Europe has seen people migrating from its Eastern to the Western part while Africa has lost so many of her bright scholars and potential citizens through migration to Europe even through unorthodox means such as through the Mediterranean Sea and savannah deserts in search of greener pastures. This paper investigated the past Nigerian government's interventional efforts and attempts at addressing the hydra headed problems of unemployment in the country and their effectiveness at encouraging the sense entrepreneurship in the country with a view to facilitating job creation for the teaming Nigerians job seekers. The study relied on secondary data by way of existing literatures for this study while the results of the findings are presented with the aid of frequency tables. The finding from the study revealed that several intervention programmes introduced by successive governments in the country had failed to produce the expected results. Findings further indicated a plethora of bottlenecks which are principally hinged on corruptions, bureaucratic bottleneck vis-avis inconsistencies in government policies, political instability and lack of entrepreneurial skill by majority of unemployed Nigerians. The study recommended combined hard work on the part of the government to the development of entrepreneurship by providing an enabling environment and infrastructures coupled with the introduction of relevant entrepreneurial educational programmes in all institutions of learning be tailored towards development of entrepreneurial skills while start up loans should be made available without interests.

Book excerpt: Purpose - This study presents an economic investigation of the entrepreneurship practise of the Igbos of South-Eastern Nigeria. It is intended to deepen entrepreneurial development and employment generation in the country. This study also provides empirical support to situate the Igbo entrepreneurship model (IEM) among existing entrepreneurship literature, particularly for research in developing countries. Design/methodology/approach - The study adopts a quantitative approach to examine 1187 responses carefully drawn from the Onitsha and Nnewi business clusters in Anambra state. In addition to descriptive demonstrations, the Propensity Score Matching (PSM) technique is employed to estimate the effects of treatment on the treated by pairing treatment and control units with similar attributes on the propensity score and other likely covariates. Specifically, the PSM is used to perform a counterfactual analysis of the effect of the entrepreneurship model on business outcomes by examining participants and non-participants in the IEM. Findings - The key findings of the study indicate that entrepreneurs who participated in the IEM have higher business survival rate, business growth rate and access to trade and informal credit, while non-IEM entrepreneurs have better access to formal credit source than the IEM graduates. Research Limitations/Implications - Generalisation of results can be limited since the study is based on responses of samples drawn from two clusters (Onitsha and Nnewi) in Anambra State, South-East Nigeria. The clusters, though situated in Igbo land, are not the only Igbo business locations in the South-East region and the rest of the country. However, with the larger number of the respondents and synchronisation with existing literature in this subject area guarantee the robustness and applicability of the study findings. Originality/value - The novelty of this study rests on its pioneering attempt to empirically examine how the IEM can drive entrepreneurial development in Nigeria. We also distil lessons for evidenced-based replication of the model to provide a sustainable employment channel for the country. The study posits, among other things, that the IEM can be a veritable approach for enterprise development and youth employment in Nigeria.

The private sector which includes Small and Medium Enterprises (SMEs) constitutes the most feasible vehicle for self-sustaining industrial development from experiences especially in developed countries. SMEs indeed possess enormous capability to grow an indigenous enterprise culture more than any other strategy. From all accounts, SMEs represent the sub-sector of special focus in any meaningful economic restructuring programme that targets poverty alleviation, employment generation, food security, rapid industrialization and reversing rural-urban migration. Strengthening the private sector is thus a major priority for governments in any assistance strategy. Although Nigeria is Africa's largest oil producer, petroleum production and consumption has probably brought out the best and worst of modern civilization in the country; petroleum has contributed enormously to the country's economic growth, but it has also resulted in the neglect of various other economic sectors and has had profound adverse impact on the Nigerian SME sector in particular. Despite many development activities implemented in the past and potential opportunities available in Nigeria, the Nigerian economy at present is undergoing severe difficulties. Declining employment opportunities, a deteriorating situation of the infrastructure facilities, and increasing poverty have all worked together to constitute difficulties to the Nigerian economy. It is in this context that the SME sector can find its priority position in the development of the economy to strengthen a sustainable economic growth of the Nigerian nation. The attitudes towards the SME sector and entrepreneurship in Nigeria is disappointing. Consequently, the future of many SMEs in Nigeria remains bleak, these firms continue to function in an unfavourable environment. The reality is that Nigeria lacks a comprehensive and effective strategy document for entrepreneurship practice and policy. Nigerian SMEs are not as innovative or productive when compared with SMEs in other countries. Nigeria lags behind top performing countries in generating and sustaining high-growth businesses and their involvement in export-oriented products and services is insignificant on a global scale when one considers the country's export-output against its vast human and natural resources. Nigeria boasts of a variety of policy initiatives, which have thus far failed to achieve any real or meaningful change in the sector. The Nigerian government has danced to the beat of the same senseless proverbial drum for the past six decades. A large share of government support for SMEs and entrepreneurs is provided through theoretical incentives that have so far failed to be realized rather than targeted practical programmes. The problem is also exacerbated by the absence of good practices in entrepreneurship education across schools and universities. There is a dearth of best practice tools for entrepreneurial experiential learning in schools and universities and there is little support for developing entrepreneurial mindset and skills in the vocational education system. Co-ordination of policy vis a vis Nigerian female entrepreneurship also requires improvement. There are inequalities which affect women's entrepreneurship activities. Successive Nigerian governments have failed to advance the status of women and address these inequalities. There is a need to introduce a nuanced approach in line with 21st Century thinking to address some of the issues faced by the sector.

Stratified random sampling technique was employed to select 180 small business entrepreneurs from Ika South Local Government and Ika North East Local Areas in Delta State Nigeria. The analytical tools used were correlation and Multiple Regression Analysis. The study revealed that entrepreneurial activity is a multidimensional construct whose aspects have significant positive relationship with economic development. Specifically, establishment of diverse firms that fosters firms diversity enhances employment generation and economic growth. It is concluded that entrepreneurial activities foster wealth creation which resulted from entrepreneurial innovation, and enhances employment generation and competitive advantage. The study recommended amongst others that government should create an enabling environment for entrepreneurship to thrive and entrepreneurs should venture into diverse and innovative enterprises; because encouraging and releasing people's entrepreneurial energies are significant factors in the process of any counties growth and development.
