Book excerpt: Among the criteria for accession to the European Union are democracy and the Rule of Law. In the insightful analysis offered by the author of this book, these concepts - while admirable and even necessary criteria in principle - are almost impossible to measure, and any judgement grounded in them will always be difficult to justify. In his words, 'by including analysis of democracy and the Rule of Law within the field of the EU enlargement law, the Union entered an unstable terrain of vague causal connections and blurred definitions.' Dr Kochenov addresses this problem by proceeding as follows: 1. Outlining EU enlargement law in general, including the principle of conditionality and the role played by the analysis of democracy and the Rule of Law in enlargement preparation; 2. Focusing on the role actually played by the monitoring of democracy and the Rule of Law in ten candidate countries, scrutinizing the way the EU used the legal tools and competences outlined in its enlargement law. The book adopts the EU's own understanding of democracy and the Rule of Law, as derived directly from the substance of the numerous legal and political instruments issued by the Community Institutions and especially the Commission in the course of the pre-accession process. In this way it demonstrates the actual - as opposed to the officially announced - role played by the assessment of democracy and the Rule of Law in the candidate countries in the regulation of enlargement. Many formidable inconsistencies in the application of the conditionality principle are thus laid bare. This leads the author to a series of recommendations on policy and procedure that he demonstrates could be profitably applied to the regulation of current and future accessions, using the Commission's own structure of monitoring pre-accession reforms in the three areas of the legislature, executive, and judiciary in candidate countries. The probity and soundness of these recommendations, firmly grounded as they are in the actual pre-accession monitoring and its consequences for the pre-accession progress of ten Eastern European countries admitted to the EU in 2004 and 2007, will greatly interest policymakers and scholars concerned with the future of European integration.

Although minority protection played a prominent role in the accession of the country to the European Union, hardly any positive minority rights were adopted in post-communist Bulgaria. Apart from the reversal of communist assimilation campaigns, only limited progress has been made in the area of minority protection. Positive minority rights have remained very restricted, some minorities, notably Pomaks and Macedonians, have been denied recognition, and the formal adoption of legislation or policy documents has often not been followed by implementation.By charting minority rights policies in Bulgaria in the period between 1989 and 2004, this study clarifies the main reasons for the limited progress in the post-communist period. While, in contrast to some other countries in Central and Eastern Europe, minority “kin-states” did not play a major role in post-communist Bulgaria, the European Union and the Council of Europe were instrumental in putting minority questions on the agenda of Bulgarian governments. However, their impact was smaller than much of the literature on enlargement and conditionality would suggest. Domestic factors were crucial in shaping minority rights policies in post-communist Bulgaria. Of particular importance was the communist legacy, which acted as a brake on the development of minority rights.

The signs demonstrating the spread of economic globalization are more and more with each day and they could be noticed on wider and wider areas on the planet. Global trade has proliferated, driven by individuals, huge multinational companies and countries. But so has done also the flow of capital and humans across the world, both in search of attractive places. The ever more complex system of international relations in each sphere is more and more controlled by international organizations, encompassing most of the countries in the world. Among these, the leading role has the World Bank, the World Trade Organization and the International Monetary Fund. But in these international bodies the leading role is played by trade groupings such as the EU or super-powers such as the USA. The least developed countries are isolated and suppressed by these super-blocs or powers. Another major actor in the globalization process the multinational company has spurred the anger of ordinary people with its blunt behavior and no respect for the environment. For these reasons has emerged the antiglobalization movement, which is growing more and more. The process of globalization has brought wealth to some and even deeper poverty to others, showing that it could offer many dangers but also many opportunities for the economic development of the countries. One of these opportunities is the offshore outsourcing. It could be defined as the process of entrusting a partner in a foreign with a complex long-term mission, defined in terms of results. Outsourcing in the manufacturing sector is nothing new and it has existed ever since the appearance of the first big companies in the beginning of the 20th century. But in the last decade or so offshore outsourcing operations in the services sector have started to proliferate more and more, boosted by the emergence of the Internet, the modern means of communication and computer technology.
