As an archipelago comprised of small islands, the land area is limited and the resource base narrow, with low potential for agriculture and other industries and high vulnerability to climate change. Its small population is dispersed and fragmented, making delivery of services costly and difficult. With resources and services concentrated in the capital city of Malé, the atolls are underdeveloped. Progress has been notable in eradicating extreme poverty and hunger, achieving universal primary education, improving maternal health, and reducing child mortality. However, challenges remain in gender equality and women's empowerment (with low female-to-male ratio in tertiary qualifications), limited share of female employment, and low participation of women in political development and decision making. This publication intends to support the Government of the Maldives in its attempt to tackle persisting gender inequalities and gaps through a multisector approach across policies, programs, and projects. It provides insights into gender issues in energy; fisheries; micro, small, and medium enterprises; transport; tourism; and water and sanitation and suggestions for strengthening gender mainstreaming in project design, implementation, and monitoring.

International experience has proved that support for a stronger role for women in society contributes to economic growth through improved child survival rates, better family health, and reduced fertility rates. Nevertheless, women still face many barriers in contributing to and benefiting from development. These include low investment in female education and health and restricted access to services and assets. This study highlights five areas that could help change this inequitable situation: education, health, wage labor, agriculture and natural resource management, and financial services. A gender and development strategy is suggested that would take into account the relative roles and responsibilities of women and men, implying that the actions and attitudes of men must change. The ideas presented in this paper are an example of the World Bank's commitment to mainstreaming gender concerns into its operations. Although significant steps have already been taken in this direction, there remains a long road ahead. The UN Millennium Project was commissioned by United Nations Secretary-General Kofi Annan to develop a practical plan of action to meet the Millennium Development Goals. As an independent advisory body directed by Professor Jeffrey D. Sachs, the UN Millennium Project submitted its recommendations to the UN Secretary General in January 2005. The core of the UN Millennium Project's work has been carried out by 10 thematic Task Forces comprising more than 250 experts from around the world, including scientists, development practitioners, parliamentarians, policymakers, and representatives from civil society, UN agencies, the World Bank, the IMF, and the private sector. This report lays out the recommendations of the UN Millennium Project Task Force on Education and Gender Equality. The Task Force recommends seven strategic priorities: strengthen postprimary education for girls while ensuring universal primary education; guarantee sexual and reproductive health and rights; reduce women's and girls' time burdens; guarantee property and inheritance rights; eliminate gender inequality in employment; increase women's participation in government; and significantly reduce violence against women. Action on these priorities will enable countries in every region of the world to achieve gender equality and women's empowerment by 2015.
