Book excerpt: As a founding member of NATO, Norway supports efforts to enhance deterrence, crisis management and regional security in the North Atlantic and High North — a region commonly understood to include territories in Scandinavia and northern Russia, as well as the surrounding waters of the Arctic Ocean, Barents Sea and North Sea. To help ensure effective delivery of these tasks and inform ongoing strategy and policy development, Norway needs insight into other NATO Allies' perspectives on strategic opportunities and challenges in the region. Researchers from RAND Europe and the RAND Corporation combined a targeted document review with expert workshops and field visits to gather and analyse evidence in support of the Norwegian Ministry of Defence's (MOD) strategy development, planning and defence policy. Researchers examined the perspectives of defence officials from Denmark, France, Germany, the UK, the US and NATO institutions and this analysis fed into a summary of findings alongside five strategic options for the MOD to consider.

Its military is more capable than it has been at any point since the end of the Cold War. More importantly, Russia is finding creative ways to subvert the status quo and to sow discord without triggering Article 5 of NATO, which declares that an attack against one member is an attack against all. These problems are formidable, but we have reason to be optimistic. Far from shattering NATO's cohesion and undermining its resolve, Russian aggression has reinvigorated the alliance. Nor is Russia an unstoppable adversary. It has many weaknesses. Indeed, Russian fears over those vulnerabilities might be driving its aggressive foreign policy. Even if this is not the case and Russia is indeed a relentless predator, it is nevertheless a vulnerable one.The United States and its NATO allies can take advantage of these vulnerabilities. After assessing Russian intentions, capabilities, and limitation, this monograph recommends a hedging strategy to improve early detection capabilities, enhance deterrence in unprovocative ways, and improve regional defenses against a hybrid threat. Achieving these goals should help the United States deter Russia and reassure regional allies more effectively while managing our own worst fears.

Book excerpt: Since the inception of the North Atlantic Treaty Organization, the northern flank nations have played quite conspicuous roles in East-West politics, although in very different ways. Norway and Denmark are charter members of NATO, Iceland joining shortly thereafter; all have been consistently supportive of NATO, albeit exercising low military profiles (e.g., neither Norway nor Denmark permits the peacetime location of nuclear weapons on their soil). Finland has traditionally acted as a buffer and broker between the Soviet Union and the other Scandinavian states, while Sweden has deliberately pursued a policy of strictly observed and well-armed neutrality. Although there have been some deviations from these general patterns, on the whole, they have held relatively constant in the post war years and need not be recounted at length here. The consensus regarding the Northern Flank is that it represents a stable geographic area, the quiet corner of Europe, one relatively devoid of the East-West volatilities and tensions which have characterized other parts of the continent over the past thirty years.

Norway's policy has been successful, but with increasing national disunity regarding NATO's nuclear policy, the questionable 'guarantee of reinforcement', and the need for political courage and decisiveness in a crisis. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Air Commodore Professor Dr. Frans Osinga is the Chair of the War Studies Department of the Netherlands Defence Academy and the Special Chair in War Studies at the University Leiden.
