Book excerpt: The National Airspace Review (NAR) Enhancement Program is a cooperative government/industry effort to review airspace allocations and the procedural and regulatory aspects of scheduled improvements envisioned under the National Airspace System (NAS) Plan as well as other plans. Its purpose is to identify long-term operational considerations of enhanced systems as they evolve. Improved capabilities resulting from equipment already developed or in the process of development will be examined, with attention being focused on operational considerations rather than specific generation of system requirements. Task Group 4-6.1 of the NAR Enhancement Program convened in Washington, D.C., from January 8 - 10, 1985, and January 29, 1985. This task group was responsible for reviewing and analyzing operational considerations based on the development of enhanced airport surface detection equipment. The recommendations contained herein will be submitted to the Administrator, Federal Aviation Administration, through the NAR Enhancement Executive Steering Committee (EXCOM), for consideration and disposition.

Book excerpt: A flight demonstration was conducted to address airport surface movement area capacity and safety issues by providing pilots with enhanced situational awareness information. The demonstration presented an integration of several technologies to government and industry representatives. These technologies consisted of an electronic moving map display in the cockpit, a Differential Global Positioning system (DGPS) receiver, a high speed very high frequency (VH) data link, an Airport Surface Detection Equipment (ASDE-3) radar, and the Airport Movement Area Safety System (AMASS). Aircraft identification was presented to an air traffic controller on an AMASS display. The onboard electronic map included the display of taxi routes, hold instructions, and clearances, which were sent to the aircraft via data link by the controller. The map also displayed the positions of other traffic and warning information, which were sent to the aircraft automatically from the ASDE-3/AMASS system. This paper describes the flight demonstration in detail, along with test results.

Book excerpt: Airport surface detection equipment, such as ASDE-X, is used by thirty-five commercially operated airports throughout the United States. ASDE-X is responsible for the safe monitoring of aircraft movements as well as ground support vehicle operating on the airfield. Like most radar-based technologies, ASDE-X can report the position of any aircraft within a one second time interval. This data not only contains the geographic position, but also reports speed, heading, altitude, and aircraft specific characteristics. Using a quantitative approach, this research will use the data reported by ASDE-X to analyze current runway exit locations and develop an improved method of determining the location of runway exits. Currently, the Federal Aviation Administration is using an out-of-date nonstandard categorization based on maximum takeoff weight to determine the location of runway exits. This research uses data from ASDE-X to determine the best categorization using the current Federal Aviation Administration's airport design reference categorization. This study found the Airplane Design Group, or ADG, to be the best reference to locate runway exit locations. Reformed tables depicting the percent of capture of each ADG based on the location of a runway exit were created based on the quantitative analysis of operational data. These tables included the location of both high-speed runway exits as well as right-angled runway exits. This research recommends future studies at additional airports to determine the effect of airport elevation, geometric layouts, and geometric constraints. It is also recommended to study if a method of analyzing ASDE-X data can assist in determine runway length requirements.

Resulting from these tests, it was noted that additional information was required prior to the issuance of the procurement specification. Specifically, the three objectives were: (1) an investigation of anomalous elongation of target returns from F-106 aircraft; (2) to determine if there is an improvement in system performance when oversized waveguide is installed in lieu of standard Ku band waveguide; and (3) a comparison of linear vertical, linear horizontal, and right hand circular antenna feed polarizations with respect to clear weather target imaging performance. This report documents the evaluation conducted and the results of this evaluation. The results indicated that: (1) the target elongation is generated by intermediate frequency (IF) amplifier saturation; (2) oversize waveguide improves system performance and should be utilized for long radiofrequency (RF) runs; and (3) linear polarization improves clear weather target imaging and should be provided to the controller as an option.
