Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. There also has been increased internal governmental discussion about the need to clarify what should be permitted under the rubric of "peaceful" nuclear energy as delineated under the NPT. The remaining report recommendations, which were presented in testimony before Congress in March of 2005, remain to be acted upon.

Despite its aura of scientific exactitude, nuclear intelligence is complex and susceptible to methodological disagreements and political bias at the international oversight level—the International Atomic Energy Agency (IAEA)—and within the countries involved in the rollback project – Israel and the United States. To highlight both the technological problems of assessing compliance and the politicization, each chapter in the book uses a real-time comparison of the nuclear developments in Iran, and the perception of Israel and the United States. This methodology yielded some significant results. Essentially, two camps had formed in each country; those who were pushing for an agreement with Iran and those who opposed it. The Israeli intelligence agencies – the Mossad and the Military Intelligence – as well as the highly secretive Israeli Atomic Energy Commission (IAEC) which advised them considered the program to be weak and slow moving. The right-wing government of Benjamin Netanyahu suggested that Iran was steps away from the “point of no return,” making it an existential threat to Israel. A virtually identical split emerged in Washington. While the intelligence community and the advising scientists from the National Nuclear Laboratories, considered Iran progress to be relatively modest, the Republicans and the Israel lobby - the Jewish organizations and the Christian Zionists— warned of the imminent danger of a nuclear Iran. With the Obama administration pushing for the JCPOA, a fierce debate took place in Congress. The Israeli intelligence and military chiefs led by the Mossad chief Meir Dagan, which had previously blocked Netanyahu from a preemptive action, quietly supported the agreement. In Washington, the Israel lobby, and the Republicans, helped by Netanyahu, mounted an all-out effort to defeat the deal in Congress. The pro-deal coalition fought back by mobilizing the scientific community, military and intelligence officials, the business lobby, and grassroots Democrats. The JCPOA represents the first successful effort of peaceful counterproliferation. At the same, excessive politicization has clouded its legitimacy and cast doubt about its future.

Because sanctions and military action are so costly, the American strategy of first resort is dialogue, on the theory that “it never hurts to talk to enemies.” Seldom is conventional wisdom so wrong. Engagement with rogue regimes is not cost-free, as Michael Rubin demonstrates by tracing the history of American diplomacy with North Korea, Iran, Iraq, Libya, the Taliban’s Afghanistan, and Pakistan. Further challenges to traditional diplomacy have come from terrorist groups, such as the PLO in the 1970s and 1980s, or Hamas and Hezbollah in the last two decades. The argument in favor of negotiation with terrorists is suffused with moral equivalence, the idea that one man’s terrorist is another man’s freedom fighter. Rarely does the actual record of talking to terrorists come under serious examination. While soldiers spend weeks developing lessons learned after every exercise, diplomats generally do not reflect on why their strategy toward rogues has failed, or consider whether their basic assumptions have been faulty. Rubin’s analysis finds that rogue regimes all have one thing in common: they pretend to be aggrieved in order to put Western diplomats on the defensive. Whether in Pyongyang, Tehran, or Islamabad, rogue leaders understand that the West rewards bluster with incentives and that the U.S. State Department too often values process more than results.
