The Scope of Work of this program was developed by the Huntsville Division Corps of Engineers for use at all Army central heating and power plants. Representatives from the Huntsville Division of the Corps, U.S. Army Forces Command (FORSCOM) and John Graham Company, Architect-Engineer visited the Fort Greely power plant during the summer of 1984. At that time, a generic Scope of Work was reviewed. From it, a detailed scope was developed for Fort Greely. A complete Scope of Work can be found in Appendix H Volume 4 of this report. The purpose of this study is to review and study all potential energy conservation opportunities (ECOs) at the Fort Greely Central Heating and Power Plant (CHPP). These ECOs would then be developed to determine the economics and feasibility of implementation. The equipment at this plant is over 30 years old. The plant is meeting the requirements of providing steam for heating the base. It is a functional operating CHPP plant that will, with proper maintenance and repairs, continue to perform for many more years. With a heating plant of this age there was reason to believe that many energy conservation opportunities do exist. Section 4 describes the ECOs found and studied. The study also required that the condition and efficiency of the boilers and auxiliaries of the entire plant be evaluated.

The purpose of this study is to develop projects and actions that will reduce facilities energy consumption and operating costs at Fort Huachuca. Implementation of these projects will contribute to achieving the goal of the Army Facilities Energy Plan of a reduction in energy consumption per square foot of building floor area of 20 percent by FY2000 from FY1985 baseline levels. The facility survey and evaluation effort was limited to 21 buildings and a specific set of energy conservation opportunities (ECOs) having a high likelihood of proving to be economically feasible. Also included were feasibility evaluations of cogeneration alternatives including (a) cogenerating alternatives serving the existing central heating/cooling plants, (b) a generating facility sized to serve the total electric power requirements of Fort Huachuca and (c) a generating facility sized to serve the total power requirements of both Fort Huachuca and the adjacent city of Sierra Vista. Both turbine generators and reciprocating- engine generators were evaluated for a cogeneration facility serving the two central heating/cooling plants. Harmonic distortion sampling at four buildings containing significant computer loads or electronic fluorescent ballasts was also included in the study scope.

Many are nearing the end of their expected lives and experience poor combustion, low thermal efficiencies, and reliability problems. The most common solution for faulty CHP equipment is to replace it with the same technology. In some cases, however, the solution is to replace the large central system with many smaller, distributed gas-fired boiler systems. Although modernization of equipment can help avoid the high cost of the air pollution control equipment required for new energy supply facilities, the economic benefits gained from the early modernization programs have changed the life extension philosophy at most utilities. Utilities now view modernization as a long-term strategy or an ongoing policy for maintenance of and investment in existing power plants, not simply as a way to avoid the high cost of air pollution equipment. This report describes a screening tool and procedures to evaluate energy supply options to modernize or decentralize CHPs. The screening tool is to be used for a first level analysis of the suitability of central or decentralized plants using basic economic, climate, and real property data. If warranted, a more detailed conceptual analysis can be conducted which would then be the basis for initiating an energy supply implementation plan at the site. These guidelines do not represent a specific modernization program but rather a process to be adapted to specific needs at the Major Army Command and installation levels.

The steam plant was originally designed and constructed under requirements for dual fuel firing, one of which was required to be coal. The smallest dual fuel capable boilers available at that time were installed. The three Keeler 50,000 PPH steam boilers do not 'turn-down' well (low load efficiencies are much lower than efficiencies at greater loads) and have never been operated after their initial acceptance testing. They have been, and remain, 'mothballed'. When the WADF was placed into operation several years ago, a packaged fire tube boiler was installed in the boiler plant to provide steam service only to WADF facilities at high efficiency. The boiler is located in the service bay at the North-West corner of the building and utilizes the deaerating Feedwater Heater and other ancillary equipment installed to serve the three 50,000 PPH coal fired steam boilers.

There are four centers in San Antonio, two of which are on Ft. Sam Houston, two in Houston, and a single facility in Austin. The purpose of this study is to analyze all aspects of each Reserve Center's energy usage, in order to recommend practical and feasible methods of reducing the facility's total energy consumption.

Book excerpt: The Energy Engineering Analysis Program (EEAP), Energy Survey of Army Industrial Facility (ESAIF), Letterkenny Army Depot, Pennsylvania was authorized by the Department of the Army, Norfolk District Corps of Engineers, under Contract Number DACA65-91-C-0071. The objective of this study is to identify, evaluate and develop energy-saving projects which meet the criteria of the Department of the Army's many energy funding programs. The report consists of an Executive Summary and four volumes. Volume I, the Narrative Report, contains the results of all of the site surveys, analysis and project development. All backup data and calculations are found in Volume II. The site survey notes are in Volume III, and project documentation forms necessary for receiving funding are in Volume IV.
