Book excerpt: This publication aims to provide the first comprehensive and consistent record of energy subsidies in the EaP region, with a view to improving transparency and establishing a solid analytical basis that can help build the case for further reforms in these countries (this study covers Armenia, Azerbaijan Belarus, Georgia, Moldova and Ukraine). Based on OECD standard methodology, the study provides quantitative estimates of government support provided to consumers and producers of coal, oil and related petroleum products, natural gas, and electricity and heat generated on the basis of these fossil fuels. This report also briefly looks at public support allocated to energy efficiency measures and renewable energy sources in the EaP countries, and discusses the taxation and energy pricing policies that underpin the analysis of energy subsidies. This publication was prepared within the framework of the "Greening Economies in the Eastern Neighbourhood" (EaP GREEN) Project, supported by the European Union and co-ordinated with governments of the EaP countries and UN partners: UNECE, UN Environment and UNIDO.

The study updates the 2018 Inventory of Energy Subsidies in the EU's Eastern Partnership Countries by providing data and estimates for 2016-19. The analysis focuses on measuring two major types of fossil-fuel subsidies: direct transfers of funds to producers and consumers; and tax expenditure. This report also briefly discusses the taxation and energy pricing policies that have had direct or indirect impact on the evolution of fossil-fuel subsidies in the region. Detailed estimates of all individual support measures for each of the six countries are provided in Annexes to the report.

Book excerpt: This report documents work completed for the Directorate General for Energy (DG ENER) of the European Commission (EC) on the Study on energy subsidies and other government interventions in the EU. The work was done by a two-member consortium: Enerdata, the project lead, and Trinomics. It is the latest in a series of DG ENER studies going back to 2014 documenting energy subsidies and related instruments. The last study was also conducted by Enerdata and Trinomics and covered taxes and subsidies for 2008-2018 in the EU27 and G20. This study adds EU27 subsidy data for 2019 and 2020. Tasks 1-3 of this study involved collecting, documenting, normalising, controlling, and analysing subsidy data from national and EU sources. Task 4 compared this data to subsidy data reported by MSs in their National Energy and Climate Plans (NECPs), and collecting information on country policy environments affecting energy subsidies. Task 5 looked at how subsidy volumes (amount of payments) changed 2020 relative to 2019, the assumption being that the change was largely due to the economic and social impacts of the COVID-19 pandemic; in this task we also documented MS policy response measures to the pandemic that impact the energy sector by cataloguing and analysing information from MS Recovery and Resilience Plans (RRPs).

Book excerpt: "This is the first indicator-based report produced by the European Environment Agency on energy and the environment. It covers the European Union (EU), and is designed to provide policy-makers with the information necessary for assessing how effectively environmental policies and concerns are being integrated with energy policies, in line with the environmental integration process initiated by the European Council's Cardiff Summit in 1998. The report aims to support the EU sixth environmental action programme and in this way to provide input, from an environmental perspective, to sustainable development in the EU."--Introduction.

Today these areas feature a multitude of layers concerning not only regulation of the power industry, but also security of energy supply, climate change, consumer needs and technical innovation. This textbook serves as an introduction to this distinctive field. For readers without much experience with the EU, the author provides a separate chapter which outlines the institutional structure and functioning of the European Union in the field of energy policy. Tables of key court decisions and key legislation, review questions and further reading lists ultimately help to give readers a lasting impression of one of the most vibrant fields of EU law and policy.

Book excerpt: Indonesia is the largest country in the Association of Southeast Asian Nations (ASEAN), accounting for around two fifths of the region's energy consumption. Energy demand across the country's more than 17,000 islands could increase by four fifths and electricity demand could triple between 2015 and 2030.While reliance on domestic coal and imported petroleum products has grown, Indonesia has started adding more renewables to its energy mix. The country has set out to achieve 23% renewable energy use by 2025, and 31% by 2050.REmap - the global roadmap from the International Renewable Energy Agency (IRENA) - addresses this challenge, presenting a range of technology and resource options, along with key insights on the opportunities and challenges ahead. As this REmap country report shows, Indonesia could feasibly exceed its current goals and deploy even more renewables. In fact, the country could reach its 2050 target two decades sooner - by 2030.

Available in PDF, EPUB and Kindle. Book excerpt: The book adopts an innovative analytical approach to agenda setting by not only presenting successful cases in which energy issues were addressed by means of public policy, but by also analyzing failed attempts to make issues part of the European policy agenda. Another outstanding feature of the book is its use of the latest empirical data on a broad range of energy issues. When are energy issues likely to find their way to the agenda of European policymakers? This is the key research question guiding this collection of empirical studies, which will shed light on both successful and unsuccessful attempts to include energy issues in the European agenda. The multi-level political system of the European Union represents a particularly fruitful setting for addressing this question due to the multiple institutional access points it provides for different groups of actors. The book has three key benefits. First, it provides a theory-informed analysis of agenda setting processes in general and in the European Union in particular. Second, it presents an overview of the most important and emerging dimensions on European energy policy, and third, it helps to develop a research agenda for future research in the field.
