Drawing from recently declassified archive materials, this book utilises a perceptual approach and a paradigm which argues that post-war Romania allied not against the threat, but with the (perceived) threat – the USSR. Focusing on the proximate causes triggering this policy change, it investigates the emergence of Romania’s opposition to the USSR predominantly through two case studies – the CMEA reform process and the Sino-Soviet dispute. The book focuses on the period between 1960 and 1964, between Romania’s first categorical (albeit non-public and indirect) opposition to the USSR and the issuing of the declaration marking Romania’s first public and official (although indirect) acknowledgement of disagreements with the USSR. This book examines the proximate causes of Romania’s policy change towards the Soviet Union and their roots in Romanian leaders’ perceptions of the threats posed to the nation’s interests by various specific Soviet policies, such as the attempts to impose the CMEA integration or a strong collective riposte against China. Through its findings, the book provides new research perspectives on Romanian-Soviet post-war relations and on the role of the leaders’ beliefs in Romania’s foreign policy choices. It will also serve as a starting point for a more detailed understanding of the unusual present-day relations between Romania and the Russian Federation.

Following the liberalization of border controls and the massive economic and political changes in Eastern Europe, human mobility has increased and is becoming a permanent feature of post-Cold War Europe. The arrival of many Eastern Europeans, with Romanians being the largest migrant group, has produced public concerns on immigration in some West European countries. This is particularly the case in Italy, where Romanian irregular migrants are often stigmatized as poor troublemakers by authorities and the mass media. This book challenges such commonly-held assumptions that artificially divide migrants into categories of wished and unwished immigrants—winners and losers of international migration. This book compares two migrant groups. The first is composed of ethnic Germans who migrated legally from Timisoara, Romania, to Nuremberg, Germany. The second is made up of those who migrated irregularly from Borsa, Romania, to Milan, Italy. The analysis highlights a paradoxical situation. Irregular Romanian migrants in Milan had fewer rights and opportunities, yet through migration they gained prestige and came to enjoy a sense of success. Alternately, the Germans who had migrated to Nuremberg, who received more rights and opportunities, perceived that they had suffered a loss of social prestige. The focus on migrants’ social status employed in the book seeks to clarify this puzzle and provide an analytical framework for researching the linkages between the migration and incorporation of Romanians—who are today European citizens—and European states’ migration policies and migrant transnationalism.

Given its novelty, the ex post evaluation seeks to provide evidence on how effective state aid has been, on whether state aid distorted competition, and on the implications for state aid design and implementation. These aspects are fundamental to improving the efficiency of public spending and minimizing market distortions. The ex post evaluation focuses on three state aid schemes to assess whether and to what extent the aid objectives have been fulfilled, and it measures their spillover effects as well as the effects on competition outcomes. Selected based on the their importance in supporting key policy objectives, their design and complexity, and the instruments used, the three schemes include de minimis aid implemented by the Romanian Counter-Guarantee Fund and designed to incentivize access to finance for micro, small, and medium enterprises (MSMEs); state aid granted by the Ministry of Public Finance to support regional development and job creation; and state aid provided by the Ministry of European Funds to support the upgrade and modernization of research, development, and innovation. The analysis finds evidence that the state aid schemes met their objectives without distorting competition significantly. The results for the de minimis scheme to incentivize access to finance for micro, small, and medium enterprises showed that the scheme increased employment and turnover of beneficiary firms and reduced the probability of aided firms closing. The state aid scheme to support regional development and job creation fulfilled its main objectives, with robust evidence of a positive direct effect on employment creation and, to some extent, on investment. Regarding the state aid scheme to support the upgrade and modernization of research, development, and innovation, the analysis found evidence that the scheme helped promote research and development efforts.
