Available in PDF, EPUB and Kindle. Book excerpt: The United States is the largest economy and energy user in the world. Significant developments have taken place in its energy policy since the last IEA review in 2002. Most important is the Energy Policy Act 2005 - a comprehensive energy legislation which has set new directions, including opening the way for a nuclear renaissance. Two closely connected challenges shape all debates on the nation's energy policy path: how to increase security by reducing the dependence on imported supplies; and how to address growing emissions of greenhouse gases. The United States national strategy is to find solutions largely through technology. It is a world leader in R & D and is driving development of carbon capture and storage and second-generation biofuels. But thus far, no federal government policy is in place to establish as a target an absolute reduction of CO2 emissions. The resulting uncertainty risks holding back investments into new technologies and may delay projects that are urgently required. The transport sector will be a key to a sustainable success. In the short to medium term, reduced fuel demand through higher vehicle efficiency will increase security and reduce CO2 emissions. Yet the policy for the revision of CAFE (the corporate average fuel economy) standards will leave consumers with vehicles that fall short of the technological possibilities. This review takes an in-depth look at these issues and provides recommendations on how the United States can do more to answer the challenges of both improving its security of energy supply and lowering its emissions intensity, demonstrating the significant improvements that can already be realised through existing technologies.

Available in PDF, EPUB and Kindle. Book excerpt: The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. In the United States, the shale revolution continues to be a driving force for energy policy, shifting it from a mindset of energy scarcity to one of energy abundance. Innovations in oil and gas extraction through horizontal drilling and hydraulic fracturing have vastly increased the importance of US production in the energy landscape, both at home and internationally. The timely siting of supporting infrastructure will be essential to ensure continued gains from the shale boom. US government policy is centred on the concept of "energy dominance," which reflects a strategy of maximising energy production, expanding exports and being a leader in energy technologies. Environmental deregulation is a central focus, though it may have implications for the trajectory of greenhouse gas emissions. The United States has achieved notable reductions in CO2 emissions over the past decade, led by its power sector. Low-cost shale gas combined with falling costs and policy support for renewables have shifted dependence away from coal-fired generation. Still, closures of coal and nuclear plants are expected to continue, requiring policy and regulatory responses to ensure a steady transition. Energy security remains a priority for the United States, which continues to demonstrate a strong focus on reliability and resilience. In this report, the IEA provides energy policy recommendations to help the United States smoothly manage the transformation of its energy sector.

Topics considered are: general energy policy; energy and the environment; energy efficiency; electricity production, nuclear power; oil, coal and gas; renewable energy; research and development. The report finds that US energy policy is in transition, with the National Energy Policy placing increased emphasis on domestic energy production and economic growth. The US has withdrawn from the Kyoto Protocol and plans to pursue its own approach to the climate change issue. Energy efficiency is an important complement to expanding energy supply, but insufficient to match rising demand. The power crisis in California has slowed progress on market reform. The challenge for the electricity market is to create a small number of regional markets operating under consistent regulatory regimes. The National Energy Policy promotes nuclear energy, but no specific policies are proposed to encourage the construction of new plants. The decision on the Yucca Mountain repository will be important for the future of nuclear power worldwide.

Book excerpt: Renewable Energy - Market and Policy Trends in IEA Countries reviews the experience of IEA countries after the oil crisis in the 1970s initiated a surge of investments in renewables research and development. While use of renewables has grown rapidly, they still account for only a small portion of the IEA energy mix. Hydropower, bioenergy and geothermal energy are mature technologies that contribute about 5 - 6% to primary energy supply. Solar, wind, and other new renewables have experienced rapid technology development, but as yet they represent only a small share. This work examines policies and measures that have been introduced in IEA countries to increase the cost effective deployment of renewables, reviews the objectives behind these policies, and evaluates the results. The aim is to identify best practices in order to assist governments in making future policy decisions.
