Book excerpt: The purpose of this analysis is to develop a systematic program of projects that will result in energy consumption reductions in compliance with the stated goals of the Army Facilities Energy Plan. (a) Reduce Army installation and active energy consumption by 25% of that consumed in FY75 as the base year. (b) Reduce average annual energy consumption per gross square foot of floor area by 20% in existing facilities compared to FY75 as the base year. At least 12% of the energy consumption reduced in existing buildings shall be accomplished through energy conservation projects under the Energy Conservation Investment Program (ECIP) (c) Reduce average annual energy consumption per gross square foot of floor area by 45% in new buildings compared to FY75 as the base year. (d) Reduce dependence on critical fuels. The DOD goals to reduce dependence on critical fuels are: (1) To obtain at least 10% of total Army installation energy from coal, coal gasification, solid waste, refuse derived fuel and biomass. (2) To equip all natural gas only heating units and plants over 5 MEGA BTU per hour output with the capability to use oil or other alternate fuels (1982 goal). (3) To have on hand at the beginning of each heating season a 30-day fuel supply for all oil only, oil - natural gas, and coal heating units over 5 mega BTU per hour output based upon the coldest month recorded and in a mobilization condition.

The Department of the Army, through the Corps of Engineers Baltimore, has contracted with Ewing Cole Cherry Parsky to provide the Energy Engineering Analysis Program (EEAP) at Fort George G. Meade under contract number DACA3l-82-C-0307. The results of the study are indicated in detail in the MAIN REPORT, Volume 2B of the Report. Back-up calculations are provided in Volume 4B of the Report.

By Contract, the EMCS analysis for Increment B is limited to a general review of the problems with the existing system and an expression of Ewing Cole Cherry Parsky's opinion on what should be done with existing systems. Renewable Energy Projects. By Contract, Increment C is limited to solar studies only. Solar studies are not to include space heating or cooling. Book excerpt: Insulation and other weatherization measures represent the most significant opportunities for reduction in energy consumption. The most cost effective energy conservation project found within the scope of this study is automatic setback of building heating systems during unoccupied periods. The most suitable means of accomplishing this is to use a central processor and FM radio signals. Such an FM control system can economically be used to control peak electrical demands by load shedding electric heat and water well pumps. Circular fluorescent lighting systems have been found to be cost effective in selected buildings at Fort Drum. Wind turbine-generated electrical power is expected to be cost effective for Fort Drum by 1985 if projected trends in wind turbine cost and electrical energy cost are realized. The concept of converting solid waste to energy at Fort Drum is not cost effective due to a widely fluctuating population. Total energy and selective energy have both been found to be less cost effective than a central wood-fired water boiler plant. Solar energy is not cost effective for Fort Drum. Under Facilities Engineering Analysis Program, Vol. II B, 29 projects were identified that were less than 100,000 dollars and therefore did not meet ECIP criteria. EMCS was evaluated in accordance with TM-5-185-2 and was rejected in favor of FM control. Duty cycling of fans was rejected because there are very few large fans.
