Book excerpt: This paper uses a macroeconomic approach to develop a long-run electricity demand model to analyze the main factors affecting electricity demand in the People's Republic of China (PRC). As expected, the relationship among variables is more stable and significant after the PRC's economic reforms (1978), when all factors were more responsive to market forces. An error correction model provides an appropriate framework for forecasting the short-run fluctuations in aggregate electricity demand. The demand elasticity of gross domestic product (GDP) is estimated at about 0.8 after the 1978 economic reforms, lower than that of the pre-reform period (before 1978). The results show that although GDP is still the most important factor for electricity demand, electricity demand is negatively related to structural changes and efficiency improvement. This implies that in a fast growing economy such as the PRC, high GDP growth does not always come with high electricity demand and explains why in 1998, when the PRC had an economic growth rate of 7.8 percent, electricity consumption grew by only 2.8 percent. To meet the forecasted demand growth, the total install capacity incremental is estimated to be 187 GW between 2002-2010, while the required investment costs are estimated to be US$193 billion in 2002 prices. The continued growth of coal-fired power plants will increase the share of the power sector in total sulfur dioxide emission from 50 percent in 2001 to 53 percent in 2005.

Book excerpt: The dominant image of China's energy system is of billowing smokestacks from the combustion of coal. More heavily dependent on coal than any other major country, China uses it for about 70 percent of its energy (NBS, 2008). Furthermore, until recently, China had very few environmental controls on emissions from coal combustion; recent efforts to control sulfur dioxide (SO2) emissions appear to be meeting with some success (Economy, 2007, 2009). Figure 1 shows the dominant use of coal in China's energy system from 1950 to 1980 (NBS, various years). However, this is just one side of China's energy story. Figure 2 illustrates the second part, and what may be the most important part of the story - China's energy system since 1980, shortly after Deng Xiaoping assumed full leadership. This figure compares the trends in energy consumption and gross domestic product (GDP) by indexing both values to 100 in 1980. The upper line shows what energy consumption in China would have been if it had grown at the same rate as GDP, since energy consumption usually increases in lockstep with GDP in an industrializing, developing country, at least until it reaches a high economic level. The lower line in Figure 2 shows China's actual energy consumption, also indexed to 1980. The striking difference between the lines shows that GDP in China grew much faster than energy demand from 1980 to 2002. As a result, by 2002 energy and energy-related carbon dioxide (CO2) emissions were more than 40% percent of what they would have been if energy and GDP had grown in tandem. In the next chapter of China's energy history, from 2002 to 2005, the increase in energy demand outstripped a very rapidly growing economy, and because of the large size of the Chinese economy, the increase had substantial impacts. The construction of power plants increased to 100 gigawatts per year; over the three-year period newly constructed plants had a capacity of more than 30 percent of total electricity-generation capacity in the United States. At the same time, energy-related CO2 emissions in China increased dramatically. In the latest stage, another abrupt change, this time for the better in terms of energy efficiency, began late in 2005. As senior officials in the government turned their attention to the problem of growing energy demand, the government set a mandatory goal for 2010 of a 20 percent reduction in energy intensity (defined as energy use per unit of GDP) from 2005 levels. To meet this goal, China undertook significant legislative, regulatory, and organizational reforms at the national, provincial, and municipal levels to ensure that measures to reduce energy intensity would be implemented in all sectors and activities in China. At the time of this writing, it appears that China is on its way to meeting the 20 percent goal, thus reducing CO2 emissions by 1.5 billion tones, as compared with consumption at 2005 energy-intensity levels. In this paper, we describe and assess these three significant periods in China's energy story and provide a context by briefly reviewing the three decades prior to 1980.

Book excerpt: Prior to the initiation of economic reforms and trade liberalization 36 years ago, China maintained policies that kept the economy very poor, stagnant, centrally-controlled, vastly inefficient, and relatively isolated from the global economy. Since opening up to foreign trade and investment and implementing free market reforms in 1979, China has been among the world's fastest-growing economies, with real annual gross domestic product (GDP) growth averaging nearly 10% through 2016. In recent years, China has emerged as a major global economic power. It is now the world's largest economy (on a purchasing power parity basis), manufacturer, merchandise trader, and holder of foreign exchange reserves.The global economic crisis that began in 2008 greatly affected China's economy. China's exports, imports, and foreign direct investment (FDI) inflows declined, GDP growth slowed, and millions of Chinese workers reportedly lost their jobs. The Chinese government responded by implementing a $586 billion economic stimulus package and loosening monetary policies to increase bank lending. Such policies enabled China to effectively weather the effects of the sharp global fall in demand for Chinese products, but may have contributed to overcapacity in several industries and increased debt by Chinese firms and local government. China's economy has slowed in recent years. Real GDP growth has slowed in each of the past six years, dropping from 10.6% in 2010 to 6.7% in 2016, and is projected to slow to 5.7% by 2022.The Chinese government has attempted to steer the economy to a "new normal" of slower, but more stable and sustainable, economic growth. Yet, concerns have deepened in recent years over the health of the Chinese economy. On August 11, 2015, the Chinese government announced that the daily reference rate of the renminbi (RMB) would become more "market-oriented." Over the next three days, the RMB depreciated against the dollar and led to charges that China's goal was to boost exports to help stimulate the economy (which some suspect is in worse shape than indicated by official Chinese economic statistics). Concerns over the state of the Chinese economy appear to have often contributed to volatility in global stock indexes in recent years.The ability of China to maintain a rapidly growing economy in the long run will likely depend largely on the ability of the Chinese government to implement comprehensive economic reforms that more quickly hasten China's transition to a free market economy; rebalance the Chinese economy by making consumer demand, rather than exporting and fixed investment, the main engine of economic growth; boost productivity and innovation; address growing income disparities; and enhance environmental protection. The Chinese government has acknowledged that its current economic growth model needs to be altered and has announced several initiatives to address various economic challenges. In November 2013, the Communist Party of China held the Third Plenum of its 18th Party Congress, which outlined a number of broad policy reforms to boost competition and economic efficiency. For example, the communique stated that the market would now play a "decisive" role in allocating resources in the economy. At the same time, however, the communique emphasized the continued important role of the state sector in China's economy. In addition, many foreign firms have complained that the business climate in China has worsened in recent years. Thus, it remains unclear how committed the Chinese government is to implementing new comprehensive economic reforms.China's economic rise has significant implications for the United States and hence is of major interest to Congress. This report provides background on China's economic rise; describes its current economic structure; identifies the challenges China faces to maintain economic growth; and discusses the challenges, opportunities, and implications of China's economic rise.

Book excerpt: The transformation of China's economy since 1978 is one of the most profound economic transformations in history. Among the most important dimensions of China's transformation is the way rapid economic growth drove energy consumption. All economic activity depends in one way or another upon energy but there is now overwhelming evidence that much of the way we use energy has undesirable externalities, including potentially destabilising effects on the earth's climate system. China is already the world's largest energy user and prospects for future economic growth and therefore energy consumption remain strong. China's energy use is therefore a critical area of analysis. The thesis addresses three core questions. Why has China's energy consumption grown so rapidly since 2002? Is China's economy peculiar in its huge and rapidly growing energy consumption or does it conform to the experience of other countries when they were at similar stages of development? What are the implications for China's energy future? Input-Output Analysis (lOA) and Structural Decomposition Analysis (SDA) are employed to isolate energy relationships with rural and urban household consumption, government expenditure, investment, trade and production. Data from the 2002 IO table (122 sectors) and the 2007 IO table (135 sectors), China's energy statistical yearbooks and a variety of supplementary sources are used. One key contribution of the thesis is to place analysis of energy use in the context of China's broad economic development, drawing on economic growth literature to do so. The second central contribution in contrast to existing literature is extensive interpretation of results. The results indicate China's very rapid energy use growth between 2002 and 2005 may have been a temporary effect linked to China's WTO membership. China's manufacturing export boom beginning in 2002 drove a large portion of the energy use growth, while energy-saving technological improvements declined between 2002-2005. Longer-term drivers are urbanisation, increasing household consumption, and resumption of policy- as well as market-driven energy saving technological progress. Technological progress has been most evident in traded goods sectors, especially importing sectors. A shift to petroleum rather than coal-based energy was observed. The 12th Five Year Plan calls for significantly slower energy use growth. The analysis suggests implementing changes required to meet energy-use targets will be challenging. In particular, the plan calls for a substantial reduction in investment growth and a shift in production toward services that has so far been elusive. China's energy future carries very important strategic implications. Hundreds of millions of Chinese are now aspiring to higher standards of living, inevitably requiring ever more supplies of energy. Understanding the drivers of China's energy-use growth is crucial if it is to be managed so as to ameliorate the problems associated with energy use while still ensuring the Chinese people can realize their aspirations toward a healthier, more comfortable and more fulfilling life.
