Book excerpt: The Office of Science and Technology (OST) of the U.S. Department of Energy's (DOE's) Office of Environmental Management (EM) recently has instituted a peer review program that uses the American Society of Mechanical Engineers (ASME), with administrative and technical support provided by the Institute for Regulatory Science (RSI), to conduct peer reviews of technologies (or groups of technologies) at various stages of development. OST asked the NRC to convene an expert committee to evaluate the effectiveness of its new peer review program and to make specific recommendations to improve the program, if appropriate. This is the first of two reports to be prepared by this committee on OST's new peer review program. OST requested this interim report to provide a preliminary assessment of OST's new peer review program. In the final report, the committee will provide a more detailed assessment of OST's peer review program after its first complete annual cycle.

Book excerpt: Renewable Power Pathways is the result of a study by the National Research Council (NRC) Committee for the Programmatic Review of the Office of Power Technologies (OPT) review of the U.S. Department of Energy's (DOE) Office of Power Technologies and its research and development (R&D) programs. The OPT, which is part of the Office of Energy Efficiency and Renewable Energy, conducts R&D programs for the production of electricity from renewable energy sources. Some of these programs are focused on photovoltaic, wind, solar, thermal, geothermal, biopower, and hydroelectric energy technologies; others are focused on energy storage, electric transmission (including superconductivity), and hydrogen technologies. A recent modest initiative is focused on distributed power-generation technologies. This report reviews the activities of each of OPT's programs and makes recommendations for OPT as a whole and major recommendations for individual OPT programs.

Book excerpt: The United States Army is looking for ways to defend against missile and mortar attacks. In this book, the National Research Council assesses a plan to create a 100 kW mobile, solid-state, laser weapon that could defend an area several kilometers in diameter. The NRC provides several recommendations: A 100 kW Laser is of limited value, so the program's goal should be a 400 kW weapon. The Army should proceed with the program in stages, focusing first on a rugged transportable platform for the weapon using existing 25 kW laser technology, then directing resources toward 100kW and 400 kW weapons. The Army should perform a detailed, quantitative study of the effectiveness of a high energy, solid-state laser weapon against future threats. The Army should continue to participate in U.S.-based and international research on high-energy lasers and related equipment. The committee found substantial benefits for the Army's solid-state laser program from other programs outside the Army. The Army should conduct risk-assessments that investigate the effects that a high energy laser may have on other airborne platforms in the vicinity of the target. The Army should study eye safety for both the operators of the laser and for civilians. The results of these studies should be integrated into the development of the weapon.

At the same time, energy use the primary source of climate-altering global greenhouse gas emissions is increasing at unprecedented rates and is vital to the continued economic growth of developing countries. This poses a serious dilemma that can only be reconciled with new and improved clean energy technologies that balance climate change mitigation and increased energy needs in developing countries. Despite a recent increase in investment, public and private research, development, and deployment (RD&D) funding rates are well below historical levels. In addition, significant barriers impede the ability to develop new technologies, such as the uncertain future value of CO2 emissions, intellectual property rights issues, limited incentives to commercialize technologies for developing countries, and challenges with technology transfer. These factors must be overcome to accelerate innovation in the energy sector. To introduce new thinking to address these concerns, this report examines four cases from outside the energy sector where creative approaches to RD&D have successfully overcome similar barriers. The case studies review approaches to innovation by the Consultative Group on International Agricultural Research, Advanced Market Commitments for Vaccines, the Human Genome Project, and the concept of Distributed Innovation. These case studies show how creative efforts can generate valuable public goods via: (i) international partnerships between public and private actors, (ii) information sharing and intellectual property rights, and (iii) novel financing schemes.

At the request of the Department of Energy (DOE), this report examines the SBIR and STTR programs at DOE, focusing on the effectiveness of DOE's SBIR/STTR processes and procedures on topic and awardee selection; DOE outreach efforts to SBIR and STTR applicants; collaborations created between small businesses and research institutions on account of the programs; a range of direct economic and non-economic impacts to awardees; and the role of SBIR/STTR programs in stimulating technological innovation and contributing to DOE's research and development needs, whether directly from awardees or indirectly through spillovers from other firms.
