Book excerpt: Assesses agricultural research and extension institutions in Asia and suggests ways to improve their relevance, responsiveness, and cost- effectiveness The tremendous growth in the productivity of Asian farmers over the past few decades attests to the very high returns on investments in agricultural research and extension. This paper reviews the historical performance of the organizations that develop and disseminate agricultural technology in Asia and the challenges now facing them. Among the programs reviewed is the World Bank's training and visit (T & V) system, launched in the 1970s. The author stresses that raising agricultural productivity through new technology is critical to the alleviation of poverty and to assurance of long- term growth in Asia. Equally important over the long term is helping farmers adopt less intensive and more environmentally sound agricultural practices. The author concludes that current institutional mechanisms are inadequate for meeting these challenges, particularly in the face of tighter governmental budgets. He reviews ways to modernize these organizations, particularly those methods that would enable the institutions to use both public sector and private resources more efficiently and would make them more responsive to farmers and other stakeholders.

The research reveals that the full value of fisheries is likely to have eluded statisticians, and therefore fisheries authorities, government decision makers, and donors. But its value has never escaped the fisher, fish trader, and fish processor. The difference in appreciation between public and private individuals must raise the question of whether fisheries are receiving adequate attention from the public sector---including the necessary management and protection, appropriate research, development, extension and training, and sufficient investment.

Book excerpt: Access to modern energy is central in addressing the major global challenges of the 21st century, including poverty, climate change and famine. However large parts of the world, especially in Sub-Saharan Africa (SSA) have poor or no access to modern energy. Victoria Nalule argues that SSA countries have many common energy challenges which could be tackled with collective efforts through regional cooperation. By means of a legal and comparative analysis and a seven-step framework, the book explores the current regional mechanisms employed in Africa to address the challenge of energy poverty and access and whether they are effective in tackling the challenge of energy access, including regional energy infrastructure and regional energy regulations. Chapters discuss the evolution of regionalism in SSA and the role of regional cooperation in the development of renewable energy as a means of confronting both energy access and climate change. Specifically the nexus between energy access, renewable energy and climate change is covered as well as the potential of fossil fuels in addressing energy poverty. The establishment and development of regional energy infrastructure as one of the mechanisms of addressing energy access challenges in SSA and regional efforts to harmonise energy regulation are explored. Finally a concluding chapter provides recommendations for policy makers and other relevant stakeholders on how best to implement some of the suggestions made in previous chapters. International organisations, regional organisations, government officials, scholars and students with interest in the energy sector will highly benefit from this book.

Book excerpt: Pacific island countries are highly vulnerable to various natural disasters which are destructive, unpredictable and occur frequently. The frequency and scale of these shocks heightens the importance of medium-term economic and fiscal planning to minimize the adverse impact of disasters on economic development. This paper identifies the intensity of natural disasters for each country in the Pacific based on the distribution of damage and population affected by disasters, and estimates the impact of disasters on economic growth and international trade using a panel regression. The results show that “severe” disasters have a significant and negative impact on economic growth and lead to a deterioration of the fiscal and trade balance. We also find that the negative impact on growth is stronger for more intense disasters. Going further this paper proposes a simple and consistent method to adjust IMF staff’s economic projections and debt sustainability analysis for disaster shocks for the Pacific islands. Better incorporating the economic impact of natural disasters in the medium- and long-term economic planning would help policy makers improve fiscal policy decisions and to be better adapted and prepared for natural disasters.
