Book excerpt: The Regional Economic Communities (RECs) in Eastern and Southern Africa have been at the forefront to developing new energy policies and programmes aimed at reaching the UN goal of Ensuring Access to Clean Energy for All by 2030. In the year 2006, the East African Community passed the EAC Strategy to Scale Up Access to Modern Energy Services, committing its Member States to reach the UN goal of "access to all" by 2030. The Inter-governmental Authority for Development adopted its Environmental and Natural Resources Policy in 2007 which includes issues of renewable energy. The Common Market for Eastern and Southern Africa launched its Model Energy Programme in 2012, followed the same year by its comprehensive baselines database on renewable resources covering all its Member States. In the year 2009, the African Union General Assembly at its 12th Ordinary Session adopted the Policy on "Scaling Up Renewable Energy in Africa". The regional policies have been domesticated by Member Sates of the RECs. Although their targets are very ambitious, implementation programmes launched at national level are robust and producing results. Both in the policies and implementation programmes, gender issues have, however, not featured prominently. Noting this deficit, the Organisation for Social Science Research in Eastern and Southern Africa called for researchers to assess the extent to which energy policies in Eastern and Southern Africa have taken gender issues on board. This book is the product of that project. It has ten chapters that investigated the gender-energy nexus in Zimbabwe, Ethiopia, Tanzania, Swaziland, Sudan and Kenya. The book will prove useful to all policy makers, researchers and analysts who may be interested in strengthening the gender content of the programmes as we move towards 2030. We believe it triggers and helps policy makers and researchers to create platforms to use its findings, and those of others, to see how in gender terms those at the bottom of the energy access pyramid can be factored into these programmes, to make sure they are not left behind.

Africa is considered one of the poorest continents in the world, mainly because its development has historically depended on imported resources including technical expertise. This view and its associated resource management strategy are based on the perception that Africa lacks sufficient energy resources to drive its development agenda. Analyses of individual countries’ energy potentials, exploitation levels and distribution mechanisms are provided with a view to identifying additional factors that are stifling Africa’s economic development. One critical factor is the relationship between available energy resources and the energy mixes chosen by different states, and how these can be exploited to produce the right blend of energy for various applications such as industrial, transport, domestic, and recreational uses. The authors provide an in-depth analysis of the advantages and disadvantages of different energy sources in terms of their environmental, industrialization and distribution costs, impacts, and the development options best suited for improving Africa’s economic situation. This analysis is based on the assertion that Africa is indeed blessed with abundant energy resources, which have not been effectively exploited. The book not only reviews Africa’s energy situation in general, but also reveals that, while there are certainly circumstances peculiar to individual countries, the similarities, especially within Sub-Saharan African countries, outweigh the differences. That being said, the challenges and available opportunities in each country should be viewed with due consideration given to the prevailing national resource management environment. Book excerpt: Africa’s leading producer of electricity, Eskom Holdings SOC Ltd, is also a vertically integrated monopoly, owned by the South African state. This national champion was shaken in 2008, when it was obliged to introduce ‘load shedding’, or rolling blackouts, and again in late 2014. Trying to understand how and why one of the iconic pillars of South African state capitalism is now in distress, the authors of this book argue that the so-called electricity crisis is in fact a public monopoly crisis. Moving beyond technical aspects, they explore the relationship between state power and Eskom before, during and after apartheid. From this perspective, they suggest that the current technical and financial troubles of this public utility are illustrative of the weakening of its technopolitical regime, of how national institutions have governed Eskom’s technological development, and of the pursuit of political goals in the production of electrical power. Without a clear industrial strategy during the 2000s, Eskom became a powerful tool of Broad-Black Economic Empowerment as well as a neopatrimonial system which generates profits captured by the ruling party. As a result, crisis in Eskom shakes the whole political edifice. Inefficient and its finances increasingly under scrutiny, this state-owned enterprise’s existence as a monopolistic public utility is regularly a subject of debate. The authors discuss the ambivalent role of Eskom in the national energy transition policy and whether solutions point in the direction of de-integrating this public monopoly and allowing its current technopolitical regime to enter a planned or natural decline.
