Sustainability, is broadly concerned with these impacts and how they relate to complex social, environmental, and economic systems such as those that drive the residential built environment. This thesis presents a methodology for promoting more sustainable housing development by introducing environmental and economic impact feedback into the early design stage. The social dimension is addressed by focusing this research on affordable housing for low-income households. The environmental and economic impacts are addressed by integrating life cycle assessment and life cycle costing techniques into an automated, parametric analysis framework. This framework is applied to two low-income, affordable housing design spaces in the contrasting environments of San Francisco, California and Las Vegas, Nevada. The thesis illustrates how this methodology can aid design stakeholders in reducing the long-term environmental impacts and costs of low-income, affordable housing developments. The results are also compared to industry design preferences, collected through a survey of low-income, affordable housing practitioners. This comparison reveals potential gains in life cycle environmental impact and cost reductions that are not currently realized by prevailing industry design preferences. This thesis concludes by offering direction for future work and by highlighting the potential for this framework to inform housing development trends and regulatory decision-making.

Book excerpt: To some, the term sustainable development encompasses more than just an orientation to the natural environment; it involves the human environment and the long-term health and well-being of individuals and communities, in relation to the natural environment. This thesis isolates one the human environment's aspects, affordable housing, which is sometimes listed as an indicator of sustainability, and explores the relationship between affordable housing and the concept of sustainable development as a whole. A qualitative analysis of conversations with planning practitioners in a post-modern framework was conducted using interviews with eleven practitioners from five Baltimore-Washington metropolitan area jurisdictions to examine their views as to how affordable housing relates to sustainable development. This study finds that affordable housing is often, but not consistently, included in planning literature that discusses sustainable development. Where it is included, its role within the concept is rarely examined in any detail. Scholars that write in any detail affordable housing's importance in sustainable development or about why it is an essential component of their conception of this ideal. These scholars point to the need for social equity to be included in the concept and affordable housing being one component of that. They also point to the benefit that green design and proximity to jobs and transit can have for cost savings and general welfare of lower-income citizens. In the interviews conducted with planning practitioners, sustainable development tended to be a term that only recently has formally made its way into some jurisdictions plans and policies. Most planners felt that affordable housing was certainly included under the concept. Many did see access to the green design's benefits and proximity to jobs and transit as something that all income groups in society deserve. Practitioners believed these items would greatly benefit lower-income populations because integration of these items would lower costs associated with housing and improve health and quality of life for affordable housing residents. Interviewees saw integration of affordable housing into neighborhoods as a contributor to communities' economic viability and social equity and therefore, rightly understood as improving its sustainability. The thesis concludes with policy recommendations and areas for further research.-- Abstract.

Book excerpt: This report examines three overarching issues: the impact of the growth of house-building targets; what sort of homes should be built; and where these homes should be built. The Committee on Climate Change should assess the impact of the Government's new house-building targets for three million new homes by 2020 on the UK's 2020 carbon reduction target. In light of the latest economic projections, fundamental changes in the mortgage market, and falling house prices, the Government should review the assumptions on which its target is based. And the target for 2 million new homes to be built before the zero carbon target comes into effect in 2016, with a further 1 million to be built afterwards, should change to increase significantly the proportion built afterwards. Zero carbon homes must source their heat and power from renewable sources. Ideally these will come from on-site renewable power generation; where this is impractical, off-site renewables should be built or funded. The Government should ensure that an excess of land is not made available to developers, something which is already leading to greenfield sites being developed in preference to brownfield sites. The Government should urgently reintroduce a clear sequential test in favour of brownfield development into planning policy. Greater emphasis ought to be placed on energy efficiency and sustainability within the building control regime that inspects new housing. The Government should consider introducing higher penalties for developers who fail to meet energy efficiency standards. The same environmental tests used for eco-towns should be applied to all major housing developments from 2016. The Government should re-examine eco-town proposals, to ensure they have good public transport links, and are located close to commercial centres and employment opportunities.

Governments, recognizing that environmentally sustainable real estate development involves higher upfront costs, have encouraged green building by offering publicly funded incentives such as tax credits, grants, reduced approval fees, and streamlined permitting. Using market measurement innovations such as the Dow Jones Sustainability Index, investors can promote environmentally sustainable development by prioritizing real estate developers that embrace environmentally conscious practices. Even though real estate in general still underperforms in many other sectors in terms of its environmental sustainability, trends are encouraging. Commercial real estate has embraced green building as a concept, and the World Economic Forum predicts that approximately 55% of all new commercial properties in 2020 will be “built green.”The affordable housing sector, however, needs more than marginal governmental carrots and sticks to be able to implement sustainability practices. Environmental sustainability will elude affordable housing as long as it remains in its current, financially unsustainable state. Government housing assistance programs are unpredictable, underfunded, and may to some extent perpetuate rather than solve the problem of housing need. The nation's supply of affordable housing is rapidly declining in quality as well as quantity, and rising housing costs and stagnant incomes mean that an ever-increasing number of lower-income households must devote an unsustainably high percentage of their income toward housing costs. Our affordable housing system cannot go green until the system stops operating in the red. Properly conceived, affordable sustainability of housing and sustainable affordability of housing are mutually enforcing concepts. Successful housing laws and policy must therefore find a way to achieve both.
