The current parity of the CFA franc could be considered in line with fundamentals. The potential economic consequences for the CFA franc countries could be positive over the long term, but there is a risk of a weakening of external competitiveness.

Since then 11 European countries share a common currency, the Euro, and pursue a common monetary policy managed by the European Central Bank (ECB). Economic and political economy arguments point to fast EMU accession of new member states. Failure to do so will create a two speed Europe, a fundamental change in the economic and political architecture of the EU, adding to the strains already evident between core and peripheral countries. Current high level of trade and business cycle integration of new member states with the Eurozone, decreases the probability of asymmetric shocks. Lower transaction costs, elimination of exchange rate risk and the danger of currency crises, further trade and investment creation, lower interest rates and large fiscal gains, should outweigh the loss of the exchange rate as adjustment tool. The Eastern Enlargement of the Eurozone provides comprehensive economic analysis of theoretical, empirical and political issues that will determine whether EMU enlargement is a success, which has implications for all common currency systems.

The immediate crisis over Kosovo may well have been resolved by the time this is being read. It is therefore imperative that Russia and the Western powers sit down to discuss what can be done to avoid similar conflicts in the future and how to overcome mutual recriminations so that they do not harden into new political front lines between East and West in Europe. The recent developments make the promotion of integration in the NEBI area even more urgent. So far this process has been based on two equally impor tant platforms: economic integration and political integration, including mea sures to dismantle old conflict potentials.
