Gender Equality and Inequality in Rural India focuses on the extent to which economic development has resulted in positive changes in women's empowerment and reproductive health, as well as in sex preference. Based on a study from a village in Maharashtra where impressive gains in economic development have occurred in recent decades, Carol Vlassoff examines the impact of son preference on fertility and rural women's economic empowerment and other aspects of reproductive behavior. She provides evidence of the added value of their employment beyond the traditional wage labor and domestic spheres, and argues that policies aimed at closing gender gaps in social inequalities must be complemented by policies fostering employment opportunities for women. While many studies have demonstrated the importance of social empowerment for improved reproductive health, this is the first to separate out the differential effects of social and economic factors. This work goes even further than economic arguments by demonstrating, on the basis of a robust statistical analysis, that women's education and their professional labor force participation contribute to better health and wellbeing of rural society, including through reductions in fertility, son preference, and infant and child mortality.

Book excerpt: In this paper, the authors describe the adaptation and validation of a project-level WEAI (or pro-WEAI) that agricultural development projects can use to identify key areas of women’s (and men’s) disempowerment, design appropriate strategies to address identified deficiencies, and monitor project outcomes related to women’s empowerment. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites. The paper concludes with a discussion of lessons learned from pro-WEAI and possibilities for further development of empowerment metrics.

Book excerpt: India's ambitious National Rural Employment Guarantee Act creates a justiciable 'right to work' by promising up to 100 days of employment per year to all rural households whose adult members want unskilled manual work on public works projects at the stipulated minimum wage. Are the conditions stipulated by the Act met in practice, under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)? What impact on poverty do the earnings from the scheme have? Does the scheme meet its potential? How can it do better? Right to Work? Assessing India's Employment Guarantee Scheme in Bihar studies the MGNREGS's impact across India, then focuses on Bihar, the country's third largest and one of its poorest states. It shows that although the scheme has the potential to substantially reduce poverty through extra earnings for poor families, that potential is not realized in practice. Workers are not getting all the work they want, nor are they getting the full wages due. The intended recipients' awareness of how to obtain work is low. In a controlled experiment, a specially designed fictional movie was used to show how knowledge of rights and processes can be enhanced. Although the movie effectively raised awareness and improved public perceptions of the scheme, it had little effect on actions such as seeking employment when needed. Supplyside constraints in responding to demand for work must also be addressed. A number of specific constraints to work provision are identified, including poor implementation capacity, weak financial management, and inadequate monitoring systems. Addressing these constraints would allow this major antipoverty program to come much closer to reaching its potential.

It looks at how welfare policy making is viewed as a function of party competition and voter mobilization, showing a gradual transformation of political clients into entitled citizens through which democratic politics in India has redefined its contemporary welfare discourse. The book argues that political parties formulate policies in order to respond to the voices of citizens and shows that a new welfare architecture emerged in India, characterized as responsive welfare. India has witnessed a sharp rise in such voices, which have been disadvantaged by a globalizing market. The size and vulnerability of this group has made them politically significant and electorally salient. These welfare aspirants have found a new political space through political parties to negotiate and assert their claims on the state, creating a milestone in India’s democratic politics trajectory, in the form of entitlement-based welfare policy. The book compares and evaluates the implications of these new welfare policies in the contexts of two governments: the Congress-led government during 2009-2014 and the BJP-led government during 20014-2019. The empirical data reveal remarkable similarities in their electoral pledges, policy outputs, policy outcomes and accountability towards citizens. These findings indicate significant convergence in their welfare policies, sans ideology or ethnic support base. It also reveals that the ideological differences among the two major parties do not prevent remarkable continuities in the formulation and implementation of welfare policies during their incumbencies, thus allowing for a bipartisan acceptance of a citizen-centric welfare policy. Offering a new analysis to understand this citizen-party-policy linkage in the formulation of welfare policy in India, the book presents a macro analysis of India’s interface between democratic politics and welfare policy. Book excerpt: As education and health are two major areas of concern in the context of social sector development and human development achievements, this book explores their situation in India. The liberalisation of the Indian economy had a major impact on the growth rate of its Gross Domestic Product (GDP), with the economic growth of the country jumping from the so-called Hindu growth rate of 3.5% to 8–9% per annum. The literacy rate increased to 74.04% in 2011 from 12% in 1947, while the universalization of elementary education has been achieved to a great extent, and dropout rates have decreased. However, despite considerable progress, exclusions and wide disparities still exist. Combining access with affordability and ensuring quality with good governance and adequate finance are still of great concern. On the health front, significant achievements have also been made, with a number of diseases eradicated or on the verge of elimination. There has been a substantial drop in the Total Fertility Rate (TFR) and Infant Mortality Rate (IMR), and life expectancy has increased from 36.7 years in 1951 to 67.14 in 2011. The crude birth rate has been reduced from 40.8 in 1951 to 20.6 in 2012, and the crude death rate from 25.1 to 7.43 in the same period. These achievements are impressive, but at the same time our failures appear even more glaring. As such, this volume brings together contributions from eminent Indian scholars on a range of social issues, including linkages between growth, poverty and the social sector; the efficiency of social sector spending in India; disparity in health statuses; IPR protection in health innovations; pollution and health; the universalisation of elementary education; problems faced at the higher levels of education; and issues of child labour.
