Book excerpt: The idea for this book began in Sofia, Bulgaria in September, 1992 when we met to plot a course for our University Affiliations project which had been recently funded by the U.S. Infonnation Agency. We believed that worldng on the book would provide valuable learning experiences for all the cooperators, and that the book itself would make a useful contribution to understanding the economic transition process and its policy implications. We recognized that a project of this nature would require the skills and knowledge of many people. To those 34 additional contributors to this volume, and to the many other friends, colleagues, and experts who gave generous advice, we give our sincerest thanks. We also acknowledge with thanks the support of several organizations to a reality. Much of the that transfonned this book from an idea research reported here was a major part of an educational project funded by the University Affiliations Program of the U.S. Information Agency. The project linked the University of California, Berkeley, Wye College of London University, and the Research Institute of Agricultural Economics, Sofia, in a cooperative effort to improve the quality of policy analysis. The research provided hands-on experience necessary for effective teaching in this area.

Book excerpt: This book assesses the labor market consequences of privatization in developing countries (the Republic of Korea, India and Mexico) and transition economies (Bulgaria, the Czech Republic, Eastern Germany and Hungary) during the first half of the 1990s. Based on over 20 case studies in seven countries, it considers the effect of privatization on productivity and on the level and structure of employment. The evolving patterns of industrial relations in privatized firms and the subsequent changes in wages, remuneration systems and non-wage benefits are also examined.

Book excerpt: First published in 1997, this volume examines how Bulgaria has been an early starter, but a slow and often erratic mover in the path of stabilization and systemic transition. This book provides a most useful account of the development to date, and of the costs associated with Bulgarian strategy (or lack of), empirical analysis and theoretical reflections, especially in comparison with other transition economies. It will be of great interest to any scholar, official or businessman involved not only with Bulgaria, but more generally with post-communist countries.

Book excerpt: The IFC's new Global Agriculture Series features sectoral presentations of industry trends with specific emphasis on the developing countries. The series highlights the increasing importance of developing countries in the world economy as rapidly expanding markets and as competitive production bases. The information reported underlines the strong production assets of those countries and illustrates the investment opportunities this creates. To profile the high-growth poultry industry, the first volume in this series draws on intelligence collected from various public and private sources, including IFC client companies in numerous countries. Consumption of poultry meat has been growing at an exceptional rate over the past decade, spurred by the dietary benefits of this food and an attractive price relative to other meats. Its evolution in recent years epitomizes the emergence of developing countries as global competitors in the agribusiness sector. This report estimates that annual world consumption might grow by another 15-18 million tons by the end of the decade, making poultry the most popular meat in the world. This growth should support additional investments of roughly US$2 billion during this period, including US$0.7 to $0.9 billion for growers' production facilities and US$1 to $1.2 billion for integrators' production facilities. Estimates project that much of this investment will be undertaken in developing countries. The report presents an overview of the poultry production system and the key players in the supply chain, the global poultry market and regional production patterns, the main determinants of competitive advantage in this sector, and an analysis of international trade flows. The final chapter reviews the role of public policies in changes in consumption, production, and trade. Additonal features include color photos, charts, and tables

Available in PDF, EPUB and Kindle. Book excerpt: The end of communism was marked by many ironies, not the least of which was the emergence of working-class movements that challenged what the party-state called "workers' paradises." Throughout eastern Europe, labor unions played a significant role in bringing about regime change, then emerged as the largest organizations in civil society.Once well-positioned to play a significant role in-if not to dominate-the postcommunist transformation of Russia, Poland, Ukraine, and Hungary (among other countries), organized labor groups have largely vanished from the stage. Examining and explaining this disjunction is the focus of Organized Labor in Postcommunist States.Paul Kubicek offers a comparative study of organized labor's fate in four postcommunist countries, and examines the political and economic consequences of labor's weakness. He notes that with few exceptions, trade unions have lost members and suffered from low public confidence. Unions have failed to act while changing economic policies have resulted in declining living standards and unemployment for their membership. While some of labor's problems can be traced to legacies of the communist period, Kubicek draws upon the experience of unions in the West to argue that privatization and nascent globalization are creating new economic structures and a political playing field hostile to organized labor. He concludes that labor is likely to remain a marginalized economic and political force for the foreseeable.

Available in PDF, EPUB and Kindle. Book excerpt: The main aims of this thesis are as follows:(a) To present a comprehensive analysis of the concept of privatisation its origins and limits, (b) To identify the legal and institutional framework for privatisation in different European countries from a comparative perspective; (c) To define and analyse particularly legal issues which arise during the privatisation transactions: e.g. labour law, competition law etc.; (d) To evaluate which features of the successful legal and organisational framework of privatisation have been successful so as to provide guidelines for those individuals and organisations participating in the privatisation exercises. This work found out that there is no simple, internationally applicable recipe for privatisation; various legal methods and techniques can be used to privatise state owned enterprises. Because each country has different circumstances, it is impossible to provide a unique model for privatisation; each country needs to design its own model according to its circumstances.Privatisation is an essential but insufficient element for structural economic reform in the economy and society. Privatisation is not a panacea, it is not the solution to every economic and administrative problem; selling an enterprise to the private sector does not mean an end to all problems. Also privatisation is not an overnight process or a magic touch; it will be a lengthy process. Furthermore, a decision that something can be privatised does not mean that it should be privatised. In that context, privatisation is not good or bad; it is an economic and social instrument. If it is well designed it may bring substantial benefits to the economy and society. In many countries, many state owned enterprises, particularly the ones which are financially weak, have still not been privatised. This finding revealed that the privatisation process will be in the political and economic agenda for at least few more decades.

Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.
