Book excerpt: Despite predictions that 'new public management' would establish itself as the new paradigm of Public Administration and Management, recent academic research has highlighted concerns about the intra-organizational focus and limitations of this approach. This book represents a comprehensive analysis of the state of the art of public management, examining and framing the debate in this important area. The New Public Governance? sets out to explore this emergent field of research and to present a framework with which to understand it. Divided into five parts, the book examines: Theoretical underpinnings of the concept of governance, especially competing perspectives from Europe and the US Governance of inter-organizational partnerships and contractual relationships Governance of policy networks Lessons learned and future directions Under the steely editorship of Stephen Osborne and with contributions from leading academics including Owen Hughes, John M. Bryson, Don Kettl, Guy Peters and Carsten Greve, this book will be of particular interest to researchers and students of public administration, public management, public policy and public services management.

Book excerpt: In this major new contribution to a rapidly expanding field, the authors offer an integrated analysis of the wave of management reforms which have swept through so many countries in the last twenty years. The reform trajectories of ten countries are compared, and key differences of approach discussed. Unlike some previous works, this volume affords balanced coverage to the 'New Public Management' (NPM) and the 'non-NPM' or 'reluctant NPM' countries, since it covers Australia, Canada, Finland, France, Germany, the Netherlands, New Zealand, Sweden, the UK and the USA. Unusually, it also includes a preliminary analysis of attempts to improve management within the European Commission.

Book excerpt: A seminal collection of essays, addressing such questions as the evolving roles of civil servants, the education and training of civil servants, and the ways to balance civil servants’ expertise with respect for democratic governance This collection of essays highlights the “peculiarly American” issues of public administration ranging from 1870 to 1974, when they were first published. Every contributor was assigned a period of American history and given the opportunity to write on what he or she deemed the most important or relevant concern of that period. This method, employed for this book and the connected National Association of Schools of Public Affairs and Administration conference, resulted in a wide-reaching, if eclectic, collection. Supplanted by Mosher’s impressive summarization of the field throughout the years, the book still holds prominence as a source for scholars, workers, and students alike in public administration. The essays raise such issues as the education of civil servants, the changes necessitated by crises, the growth of social sciences in governmental concerns, and primarily, the role of public administrators in America. Each author is a distinguished expert in his own right, and each essay can stand alone as a remarkable insight into the changing world of public administration within American society. Frederick Mosher’s expertise and supervision shapes this work into a remarkable and holistic perspective on public administration over time.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout its history, public administration has used a number of different perspectives for analyzing the discipline's theory and practice, and both mainstream and alternative lenses have produced valuable insights and prescriptions. At the same time, an individual way of looking at PA can be misleading. Alone, a solitary lens can miss critical aspects and often gives only part of the picture. Public Administration in Perspective has been specifically crafted to give new life to public administration theory and practice by helping readers view the discipline through a variety of perspectives. Designed for the capstone course in public administration programs, as well as a fresh approach for courses in PA theory and organizational theory, this unique book provides a culminating experience--bringing together what has been learned in previous MPA courses without simply rehashing old content. It offers a comprehensive guide to eleven major approaches to PA, and synthesizes them to deepen our understanding of the discipline. Each chapter in Part I describes the key features of the selected perspective--history, content, and proponents--and discusses the strengths and weaknesses related to PA theory and practice. Part II synthesizes the various perpectives, with specific implications for PA management and practice. Part III concludes with a complete overview, identifying ways in which readers can think more creatively and productively about PA, putting the perspectives themselves into perspective.

New economic approaches have begun to emerge, but traditional methods are still being implemented. As both systems provide different solutions to society’s economic issues, thoughtful research and analysis is required regarding the tactics and strategies that both theories utilize. Comparative Approaches to Old and New Institutional Economics is an essential reference source that discusses the sequential history of these two economic theories as well as their application to global fiscal disputes. Featuring research on topics such as international relations, business management, and institutionalism, this book is ideally designed for economists, analysts, managers, researchers, practitioners, academicians, and students seeking coverage on the parallel methods of these economic philosophies.

Available in PDF, EPUB and Kindle. Book excerpt: The activist state of the New Deal started forming decades before the FDR administration, demonstrating the deep roots of energetic government in America. In the period between the Civil War and the New Deal, American governance was transformed, with momentous implications for social and economic life. A series of legal reforms gradually brought an end to nineteenth-century traditions of local self-government and associative citizenship, replacing them with positive statecraft: governmental activism intended to change how Americans lived and worked through legislation, regulation, and public administration. The last time American public life had been so thoroughly altered was in the late eighteenth century, at the founding and in the years immediately following. William J. Novak shows how Americans translated new conceptions of citizenship, social welfare, and economic democracy into demands for law and policy that delivered public services and vindicated peopleÕs rights. Over the course of decades, Americans progressively discarded earlier understandings of the reach and responsibilities of government and embraced the idea that legislators and administrators in Washington could tackle economic regulation and social-welfare problems. As citizens witnessed the successes of an energetic, interventionist state, they demanded more of the same, calling on politicians and civil servants to address unfair competition and labor exploitation, form public utilities, and reform police power. Arguing against the myth that America was a weak state until the New Deal, New Democracy traces a steadily aggrandizing authority well before the Roosevelt years. The United States was flexing power domestically and intervening on behalf of redistributive goals for far longer than is commonly recognized, putting the lie to libertarian claims that the New Deal was an aberration in American history.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1972, the object of this work is to provide a history of public administration from earliest times up to the present day. The survey, necessarily selective, is broadly based, ranging from the prehistoric cave-dwellers to twentieth-century administration. Viewpoints are varied to bring in the several levels and spheres of operation; namely, directional and personnel, organizational and technical, biographical and theoretical. The work is in two volumes. Volume One covers the main civilizations of the Middle East, India, China and the West up to the eleventh century A.D. Volume Two, continuing the same field, extends its scope to include the civilizations of pre-Columbian America, the colonial empire and international administration. At a time when the scope of public administration is continually expanding, and more research is being carried out into administrative problems, much can be learned from the administrative lessons of the past. Dr. E.N. Gladden, a retired civil servant, has designed this work to integrate a vast and diverse subject.
