Book excerpt: This thesis examines the topic of transit-oriented development (TOD) and its evolution in the United States since the rise of public transportation systems in the late-19th century. Using the work of modern day TOD scholars and organizations, this thesis presents the various definitions of transit-oriented development and examines the characteristics designers and developers of TODs should strive towards in order to "create places that function differently than conventional development" (Dittmar 22 2004). Using the work of urban historians and theorists, this thesis relates the characteristics of successful transit-oriented developments back to time-tested urban design and planning ideas and theories. This will help to show that TOD should not be viewed as a utopian concept, but as a real world solution to the issues urban regions face today, including sprawling and placeless suburban communities, long and laborious commutes along congested highways, and automobile-oriented neighborhoods and developments. Transit-oriented development will also be traced through time from its inception in late-19th century streetcar suburbs all the way to its place in city planning processes today. By understanding the early concepts of "development-oriented transit" and the subsequent rise, fall, and re-emergence of transit systems and transit-oriented communities in the United States, this thesis hopes to show how transit-oriented development is not a new development scheme, but one that has evolved from historic urban neighborhood development patterns. This thesis will use a case study analysis process to examine the successes and failures of modern day TODs that have been built in the past two decades in various urban and suburban placetypes throughout the United States. Using evaluation categories developed by Hank Dittmar and Shelley Poticha in The New Transit Town, this thesis will examine the successes and shortcomings of five TODs: (1) Fruitvale Village in Oakland/San Francisco, California, (2) Downtown Arlington Heights outside of Chicago, Illinois, (3) Orenco Station outside of Portland Oregon, (4) Addison Circle outside of Dallas, Texas, and (5) Englewood CityCenter outside of Denver, Colorado. The case studies will show that there is an issue within the planning and design realm of using the term TOD too loosely to describe any development around transit stations. True TODs should be "transit places," where transit has a great influence on the physical character of the TOD. Likewise, there needs to be a clearer differentiation between New Urbanist developments near transit and TODs. While there are many similarities between the two, the incorporation of transit throughout the design and development process is extremely important to TOD. And lastly, the case studies will show that the role of the process and actors within TOD planning, design, and implementation can vastly alter the final outcome of TODs. The process must be carefully monitored to make sure that major decisions that impact the final character of a TOD are not ultimately compromising the potential for successful transit-oriented development.

Urban planning is a craft learned through practice. Planners make rapid decisions that have an immediate impact on the ground—the width of streets, the minimum size of land parcels, the heights of buildings. The language they use to describe their objectives is qualitative—“sustainable,” “livable,” “resilient”—often with no link to measurable outcomes. Urban economics, on the other hand, is a quantitative science, based on theories, models, and empirical evidence largely developed in academic settings. In this book, the eminent urban planner Alain Bertaud argues that applying the theories of urban economics to the practice of urban planning would greatly improve both the productivity of cities and the welfare of urban citizens. Bertaud explains that markets provide the indispensable mechanism for cities’ development. He cites the experience of cities without markets for land or labor in pre-reform China and Russia; this “urban planners’ dream” created inefficiencies and waste. Drawing on five decades of urban planning experience in forty cities around the world, Bertaud links cities’ productivity to the size of their labor markets; argues that the design of infrastructure and markets can complement each other; examines the spatial distribution of land prices and densities; stresses the importance of mobility and affordability; and critiques the land use regulations in a number of cities that aim at redesigning existing cities instead of just trying to alleviate clear negative externalities. Public transportation, and specifically rail, is one tool that can bring a sense of urbanity back to the city, developing the city about transit stations and the scale of the pedestrian, rather than the nebulous streetscapes and limitless suburbs constructed for the automobile. Following a period of vast over construction in America, people are beginning to reconsider the suburban life and look again at the numerous benefits of city living. Based upon the guidelines of New Urbanism town planning, a new form of urban design has recently emerged. The Transit-Oriented Design (TOD) was founded on the concept that public transit and the pedestrian are the primary design concern within a community. The needs of the automobile should not detract from the environment but rather become integrated within a people-oriented community. Traditionally, TODs have been implemented in suburban locations, in newly planned towns or in generally more remote settings. They offer a newer, and more detached version of what our cities used to offer. It is becoming apparent that TODs must be utilized in order to restore a needed sense of urban living: a pedestrian scaled, dense, urban context. If people have begun to search for a denser urban environment, the downtowns of American cities must act as the model for newer suburban reinterpretation. Cincinnati is among those cities that require drastic downtown re-urbanization. The city has become riddled with expansive parking lots, leaving gaping wounds in the center of the city. One of the largest wounds within the city center is Broadway Commons. Now mostly parking lots, it serves only the automobile, completely disregarding the pedestrian and the urban scale of downtown. The only memory that remains of public transportation and the pedestrian is the Greyhound station, currently in a state of disrepair, with no connection to the surrounding urban fabric and its community. This thesis aims to integrate a redesigned Greyhound station within a revitalized urban landscape, comprised of community and transit. As Cincinnati begins to move toward a more efficient and expansive transit system, a TOD would be an appropriate strategy to apply to a new Broadway Commons district. This thesis aims to develop a strategy to develop a neighborhood center, with transit as the core, to create a better sense of community, place and urbanism for the city of Cincinnati.

TOD is a prominent solution considered to overcome major urban issues. However, different interpretations of this concept lead to difficulties in conducting TOD. Implementation of TOD is realized on different scales, varying from macro to micro. This thesis research focus on micro scale implementation which refer to neighborhood scale. With new trend of mobility, transit stations in neighborhood are rather used as mobility hubs or combined with other mobility offers. Many people are increasingly using mobility offers that best suit their situation and combine various transport modes flexible with each other. These models are called multimodal or intermodal of mobility. These mobility offers mostly sharing means of transportation like Car Sharing and Bike Sharing integrated in different ways. Furthermore, it is identified, whether the neighborhood mobility plan is serving only the residents living around this neighborhood or has effect on urban area too. To understand both the cases, two best practices in each case is explained. So, detail overview study of well operating mobility station ‘SWITCHH’ developed in Hamburg, Germany and mobility plan focusing on its residents; ‘Seestadt Aspern’ in Vienna are reviewed. To investigate the success factor, method to approach from concept level to development level and other criteria’s; expert interviews are conducted from the team of mobility concept developers.
