Children and adults with disabilities, mental/behavioral health conditions and chronic illness remain more vulnerable to the negative effects of emergencies and disasters than the general population. This book addresses the effects of emotional trauma, personal growth and resilience, the impact on physical health and systems of care, and legal compliance and advocacy. Following a philosophy of whole community emergency planning, inclusive of people with disabilities, the book advocates for considering and addressing these issues together in an effort to ultimately lead to greater resilience for individuals with disabilities and the whole community. Provides a public health framework on the phases of disasters, integrating mental health and disability into planning, responding to disasters, and recovering post disaster Offers solutions for disability and disaster needs, as well as planning and systems for service delivery at multiple levels, including individual, local, state and federal Provides global examples of real world tools, best practices and legal principles, allowing the reader to think about the role that disability and mental health play in disaster planning, response and recovery across the world Reflects the best thinking about disaster planning and response and disability-related issues and demonstrates new and creative ways of bringing together these fields to strengthen communities

Book excerpt: The National Institute on Disability and Rehabilitation Research (NIDRR) is pleased to provide this online resource guide on emergency management research and people with disabilities. This resource guide is the culmination of cooperative efforts by NIDRR, the Department of Education, the Research Subcommittee of the Interagency Coordinating Council on Emergency Preparedness and Individuals with Disabilities (ICC), and the New Freedom Initiative Subcommittee of the Interagency Committee on Disability Research (ICDR). The guide provides a listing and description of research projects funded by the federal government and nonfederal entities, research recommendations that have come out of conferences on emergency management and disability, and a bibliography of relevant research publications. Each item listed in the table of contents is a hyperlink to its location in the document. This has been done to facilitate navigation throughout the document. Many federal agencies participated in the effort to identify research projects and conference recommendations. In all, we were able to identify 16 federally funded and four nonfederally funded research projects specific to emergency management and people with disabilities. Conference recommendations identified a multitude of knowledge gaps that need to be filled. Clearly there is a need for increased research. It is our hope that this guide will facilitate the development and implementation of a nationwide research agenda on emergency management and people with disabilities, so that we can develop a strong evidence base about the best ways to ensure the safety and security of people with disabilities in emergency and disaster situations.

Available in PDF, EPUB and Kindle. Book excerpt: People with disabilities are among the most adversely affected during conflict situations or when natural disasters strike. They experience higher mortality rates, have fewer available resources and less access to help, especially in refugee camps, as well as in post-disaster environments. Already subject to severe discrimination in many societies, people with disabilities are often overlooked during emergency evacuation, relief, recovery and rebuilding efforts. Countries party to the UN Convention on the Rights of Persons with Disabilities must take all necessary measures to ensure the protection and safety of people with disabilities during situations of armed conflict, humanitarian emergencies, and natural disasters. Such aid should be designed to support preparedness, response, recovery and rebuilding. This book includes perspectives from around the globe and explores the implications at the policy, programme, and personal level, discussing issues such as: How can national laws, policies, and regulations provide guidance, methods and strategies to integrate and coordinate inclusive emergency management? What should people with disabilities know in order to be prepared for emergency situations? What lessons have we learned from past experiences? What are the current shortfalls (physical and cultural) that put people with disabilities at risk during emergencies and what can be done to improve these situations (e.g. through new technologies and disaster planning)? How does disability affect people’s experiences as refugees and other displaced situations; what programmes and best practices are in place to protect and promote their rights during their period of displacement? How must disabled people with disabilities be factored in to the resettlement and rebuilding process; does an opportunity for ensuring universal access exist in the rebuilding process? What is the impact of disasters and conflicts on such special populations as disabled women, disabled children, and those with intellectual disabilities? Spotlighting a pressing issue that has long been neglected in emergency planning fields, this innovative book discusses how to meet the needs of people with disabilities in crises and conflict situations. It is an important reference for all those working in or researching disability and inclusion, and emergency and disaster management, both in developed and developing countries.
