In the April 2003 Transformation Planning Guidance (TPG), Secretary of Defense Rumsfeld identifies transformation as: A process that shapes the changing nature of military competition and cooperation through new combinations of concepts, capabilities, people, and organizations that exploit our nation s advantages and protect against our asymmetric vulnerabilities to sustain our strategic position, which helps underpin peace and stability in the world. Transformation is more than just acquiring new equipment and embracing new technology. It is rather the all encompassing process of thinking creatively in order to work better together with other parts of the Department and other agencies within the U.S. Government. It also means working better with our numerous coalition allies, leveraging new technologies and operational concepts in order to create U.S. and coalition advantage against current and potential future adversaries. Transformation should be thought of as a process, not an end state.

This book establishes the meaning of military transformation, assesses the manner in which certain countries are transforming their military forces, discusses the relevancy of transformation efforts to modern conflict and, in drawing out the key areas of emphasis on the part of various countries, provides a window on the future global security environment. It is divided into seven chapters, plus a conclusion. The first chapter focuses on the meaning of military transformation, establishing a framework through which national militaries can be examined. This comprises transformation's revolution in military affairs components, its newer special operations forces, counterinsurgency, and stabilization and reconstruction aspects, and its wider homeland defense, space and deterrence dimensions. The book devotes two chapters to the United States and one each to China, Russia, and NATO. It also has a chapter that looks individually at each of Australia, Britain, Canada, France and Germany. An assessment of the relevancy of force transformation to modern warfare is integrated into the discussion of what transformation means, how the United States is responding, and the concluding chapter. The book contains a biographical sketch of Andrew Marshall, Andrew Krepinevich, William Owens, Arthur Cebrowski, Donald Rumsfeld, and Thomas Barnett, all of whom have been involved in some aspect of military transformation.

This success can be credited in large part to the ongoing transformation of the U.S. military evident in its effective use of information superiority, precision strike, and rapid maneuver on the battlefield. The Armed Forces were not nearly as well prepared to respond promptly to the lawlessness, destruction of the civilian infrastructure, and attacks on coalition forces that followed hard on the defeat of the Iraqi military. This has set back plans to restore essential services and to pass the reins to a representative Iraqi government. Moreover, the failure to establish security concurrently with the defeat of the Iraqi military may well have emboldened those who oppose the United States, United Kingdom, and even United Nations presence. It is precisely the success of the U.S. military in transforming its forces to execute rapid decisive operations that makes it imperative to transform how it prepares for and executes stabilization and reconstruction (S AND R) operations. The very rapid defeat of the enemy military means the United States must be ready to field the resources needed to secure stability and begin the reconstruction process promptly-ideally concurrently-with the end of major combat. This can only be done if planning for the stabilization and reconstruction operations is integrated into planning for the conflict from the beginning and if the right skills are in theater to begin operations concurrently with the surrender or collapse of the enemy military.

Transformational concepts have led to emotional reactions throughout their introduction. The author analyzes strategy and transformation since the end of the cold war to show there exists institutional momentum to define transformation in terms of major combat operations and technology as a panacea. A paradox in transformation exists since the US military can only transform to meet the lower level of conflict if it retains its preeminence in major combat. The institutional momentum and paradox can only be solved if doctrine, concepts, and technology are developed in an orderly process and force transformation management is removed from the Pentagon. Analysis of the international security environment shows, though, that national-level transformation is required to end the Department of Defense's role as the first provider for any US crisis. Only through focused vision in Defense transformation can the US succeed in accomplishing future security objectives. This vision starts with a new definition of transformation, implements a transformation process, and bifurcates force and business practice transformation efforts. Through these recommendations, the Department of Defense will set the standard for national-level transformation.
