Book excerpt: Excerpt from Elementary Political Economy As the purpose of this work was mistaken by many critics when the first edition appeared in 1888, it may be well to take this opportunity of explaining that the word elementary' in the title must be understood in its proper sense, as indicating that the book contains the essential parts of political economy, not that it is intended for young children, nor even for ill-prepared candidates for examination who desire something to commit to memory. In writing it I had no such persons in view, but was thinking of the intelligent man of the world who desires to be told in small compass and ordinary language what the practically important part of the teaching of political economy is. I therefore tried to explain as directly as possible the general laws on which the material welfare of nations and individuals depends, and did not scruple to abandon both the traditional arrangement of subjects and the special terminology of the economists. Alterations, some of which were rendered necessary by the changes made by the British budget of i 894, have been made on pp. 142-145.Otherwise the present edition is an exact reprint of the first.
