Book excerpt: The Department of Defense uses the 960 – 1215 MHz band for the Joint Tactical Information Distribution System (JTIDS), the Multifunctional Information Distribution System (MIDS), and other functionally similar Tactical Link systems (termed collectively, “Link 16 Terminals”). Based on its importance for aeronautical radio-navigation and supporting systems, the Department of Transportation (DoT) also has interests in this frequency band. Rapid growth in commercial and civil aviation during the 21st century shall increase the importance of ensuring spectrum supportability for existing and new systems that enhance air traffic safety. The Department of Defense and the DoT shall work cooperatively to support National Telecommunications and Information Administration (NTIA) action to protect both Link 16 and civil/commercial aeronautical systems sharing this portion of the radio frequency (RF) spectrum. Ensuring Electromagnetic Compatibility (EMC) is the cornerstone to spectrum management and supportability, and optimal system operation. Thus, the EMC features of Link 16 systems used throughout the Department of Defense shall be certified to ensure compliance with applicable requirements and specifications.

Book excerpt: In response to a request from the Defense Advanced Research Projects Agency, the committee studied a range of issues to help identify what strategies the Department of Defense might follow to meet its need for flexible, rapidly deployable communications systems. Taking into account the military's particular requirements for security, interoperability, and other capabilities as well as the extent to which commercial technology development can be expected to support these and related needs, the book recommends systems and component research as well as organizational changes to help the DOD field state-of-the-art, cost-effective untethered communications systems. In addition to advising DARPA on where its investment in information technology for mobile wireless communications systems can have the greatest impact, the book explores the evolution of wireless technology, the often fruitful synergy between commercial and military research and development efforts, and the technical challenges still to be overcome in making the dream of "anytime, anywhere" communications a reality.

Book excerpt: The United States must operate successfully in space to help assure its security and economic well being. The Department of the Navy is a major user of space capabilities, although those capabilities are now primarily provided by DOD, the Air Force, and NOAA. Following a DOD assessment of national space security management in 2001, the Navy commissioned a Panel to Review Space to assess Navy space policy and strategy. As an extension of that review, the NRC was requested by the Navy to examine its needs in space for providing future operational and technical capabilities. This report presents a discussion of the strategic framework of future space needs, the roles and responsibilities for meeting those needs, an assessment of Navy support to space mission areas, and a proposed vision for fulfilling Naval forces space needs.

Available in PDF, EPUB and Kindle. Book excerpt: This quick reference guide describes U.S. Army organizations, planning, and operations. Unified action partners (UAPs) are those military forces, of the private sector with whom U.S. Army forces plan, coordinate, synchronize, and integrate during the conduct of operations (Army Doctrine Reference Publication 3-0, Unified Land Operations).UAPs include joint forces (activities in which elements of two or more U.S. military departments participate), multinational forces, and U.S Government (USG) agencies and departments. The Iraq and Afghanistan wars highlight the necessity for collaboration, cooperation, and synchronization among USG, NGOs, and private sector agencies to focus the elements of national power in achieving national strategic objectives. Our experience in these conflicts accentuates the importance of foreign governments, agencies, and militaries participating, in concert with the United States, to achieve common objectives. Meeting the challenges of complex environments, infused with fragile or failing nation states, non-state actors, pandemics, natural disasters, and limited resources, requires the concerted effort of all instruments of U.S. national power plus foreign governmental agencies, military forces, and civilian organizations.

The book offers insights to the engineering, regulatory, economic, legal, management policy-making aspects involved. Real-world case studies are presented to depict the various approaches in different countries, and valuable lessons are drawn. The topics are addressed by engineers, advocates and economists employed by national and international spectrum regulators. The book is a tool that will allow the international regional and national regulators to better manage the RF spectrum, and will help operators and suppliers of wireless communications to better understand their regulators.

As an integral part of that endeavor, "AU-18, Space Primer", provides to the joint war fighter an unclassified resource for understanding the capabilities, organizations, and operations of space forces. This primer is a useful tool both for individuals who are not "space aware"-unacquainted with space capabilities, organizations, and operations-and for those who are "space aware," especially individuals associated with the space community, but not familiar with space capabilities, organizations, and operations outside their particular areas of expertise. It is your guide and your invitation to all the excitement and opportunity of space. Last published in 1993, this updated version of the Space Primer has been made possible by combined efforts of the Air Command and Staff College's academic year 2008 "Jointspacemindedness" and "Operational Space" research seminars, as well as select members of the academic year 2009 "Advanced Space" research seminar. Book excerpt: The U.S. Navy is ready to execute the Nation's tasks at sea, from prompt and sustained combat operations to every-day forward-presence, diplomacy and relief efforts. We operate worldwide, in space, cyberspace, and throughout the maritime domain. The United States is and will remain a maritime nation, and our security and prosperity are inextricably linked to our ability to operate naval forces on, under and above the seas and oceans of the world. To that end, the Navy executes programs that enable our Sailors, Marines, civilians, and forces to meet existing and emerging challenges at sea with confidence. Six priorities guide today's planning, programming, and budgeting decisions: (1) maintain a credible, modern, and survivable sea based strategic deterrent; (2) sustain forward presence, distributed globally in places that matter; (3) develop the capability and capacity to win decisively; (4) focus on critical afloat and ashore readiness to ensure the Navy is adequately funded and ready; (5) enhance the Navy's asymmetric capabilities in the physical domains as well as in cyberspace and the electromagnetic spectrum; and (6) sustain a relevant industrial base, particularly in shipbuilding.
