Book excerpt: Past studies on the relationship between electricity consumption and temperature have primarily focused on individual countries. Many regions are understudied as a result of data constraint. This paper studies the relationship on a global scale, overcoming the data constraint by using grid-level night light and temperature data. Mostly generated by electricity and recorded by satellites, night light has a strong linear relationship with electricity consumption and is correlated with both its extensive and intensive margins. Using night light as a proxy for electricity consumption at the grid level, we find: (1) there is a U-shaped relationship between electricity consumption and temperature; (2) the critical point of temperature for minimum electricity consumption is around 14.6°C for the world and it is higher in urban and more industrial areas; and (3) the impact of temperature on electricity consumption is persistent. Sub-Saharan African countries, while facing a large electricity deficit already, are particularly vulnerable to climate change: a 1°C increase in temperature is estimated to increase their electricity demand by 6.7% on average.

Book excerpt: The European Union has recently decided to stop the policy of biannual clock changes in 2021. One reason is that the original rationale for the policy, energy savings, is not supported by a large portion of recent empirical studies. Whether the new permanent time will be standard time or the former daylight saving time has not been decided. Evidence on energy savings from daylight saving time is countryspecific, and each country may choose its own time. We examine the effects of the policy in a country for which no studies on daylight saving exist, Slovakia. Using hourly data from the 2010-2017 period, we apply a difference-in-differences approach and estimate energy savings to equal 0.8% of annual electricity consumption. Alternatively, extrapolating the effect from the results of a previous meta-analysis (on different countries), for Slovakia we obtain an even smaller estimate, unlikely to exceed 0.5%. Moreover, our findings suggest that daylight saving time smooths the electricity demand curve.

This paper finds that increases in temperature have uneven macroeconomic effects, with adverse consequences concentrated in countries with hot climates, such as most low-income countries. In these countries, a rise in temperature lowers per capita output, in both the short and medium term, through a wide array of channels: reduced agricultural output, suppressed productivity of workers exposed to heat, slower investment, and poorer health. In an unmitigated climate change scenario, and under very conservative assumptions, model simulations suggest the projected rise in temperature would imply a loss of around 9 percent of output for a representative low-income country by 2100.

These night-time light satellite images can be compiled into a geospatial time series that represent an invaluable source of information for both the natural and social sciences. Night-time light remote sensing has been shown to be particularly useful for a range of natural science and social science applications, including studies relating to urban development, demography, sociology, fishing activity, light pollution and the consequences of civil war. Key sensors for these time-series include the Defense Meteorological Satellite Program’s Operational Linescan System (DMSP/OLS) and the Suomi National Polar-orbiting Partnership Satellite’s Visible Infrared Imaging Radiometer Suite Day/Night Band (Suomi NPP/VIIRS DNB). An increasing number of alternative sources are also available, including high spatial resolution and multispectral sensors. This book captures key methodological issues associated with pre-processing night-time light data, documents state of the art analysis methods, and explores a wide range of applications. Major sections focus on NPP/VIIRS DNB processing; inter-calibration between NPP/VIIRS and DMPS/OLS; applications associated with socio-economic activities, applications in monitoring urbanization; and fishing activity monitoring. The chapters in this book were originally published as a special issue of the International Journal of Remote Sensing.
