Available in PDF, EPUB and Kindle. Book excerpt: This two-volume work continues the series of election data handbooks published by OUP. It presents a first-ever compendium of electoral data for all the 62 states in Asia, Australia and Oceania from their independence to the present. Following the overall structure of the series, an initial comparative introduction on elections and electoral systems is followed by chapters on each state in the region. Written by knowledgeable and renowned scholars, the contributions examine the evolution of institutional and electoral arrangements, and provide systematic surveys of the up-to-date electoral provisions and their historical development. Exhaustive statistics on national elections and referendums are given in each chapter. Together with the other books of this series, Elections in Asia and the Pacific is a highly reliable resource for historical and cross-national comparisons of elections and electoral systems world-wide. The first volume of Elections in Asia and the Pacific includes a total of 32 independent states situated in the three 'western' regions of the Asian continent: the countries of the Middle East (including Turkey); the post-Soviet states of Central Asia and the Caucasus; and the countries situated in South Asia (including Afghanistan and Myanmar).

Book excerpt: Most South Asian countries—following independence from British rule in the late nineteen forties, and in the case of Nepal, liberation from the autocracy of one family group in 1950—have enjoyed democratic systems of governance at least at some time or the other, often for extended periods of time, and, in a few cases, over the course of their post-independence history. Electoral processes have, however, been found wanting to greater or lesser extents in all these countries. Electoral malpractices are of critical concern to all South Asian countries. It is in this background that the International Centre for Ethnic Studies, Kandy,Sri Lanka, with funding from the Ford Foundation, organized in 2002, an international conference on electoral processes and governance in South Asia. The South Asian countries selected for study were Bangladesh, India, Nepal, Pakistan and Sri Lanka, and papers were presented by experts in the area of electoral processes and governance in these countries. This book, based on the papers originally presented at that conference, seeks to understand electoral processes as they actually operate in South Asia, to discuss the reasons for the flaws in these systems and the degrees of success or failure in attempts at reform.

Book excerpt: Elections in South Asia in the 1980s and 1990s produced many surprises. Notwithstanding the initial skepticism voiced by many a western political analyst and despite interludes of dictatorships in one or two countries, democracy as a form of governance has won a general acceptance in the region. Electoral politics in the subcontinent aptly demonstrates this fact. This volume draws together studies by internationally acclaimed scholars on national, provincial and local elections in India, Pakistan, Bangladesh and Nepal. It is intended to contribute to the development of a comparative, analytical framework for understanding contemporary South Asian politics.

Available in PDF, EPUB and Kindle. Book excerpt: One of the most troubling critiques of contemporary democracy is the inability of representative governments to regulate the deluge of money in politics. If it is impossible to conceive of democracies without elections, it is equally impractical to imagine elections without money. Costs of Democracy is an exhaustive, ground-breaking study of money in Indian politics that opens readers’ eyes to the opaque and enigmatic ways in which money flows through the political veins of the world’s largest democracy. Through original, in-depth investigation—drawing from extensive fieldwork on political campaigns, pioneering surveys, and innovative data analysis—the contributors in this volume uncover the institutional and regulatory contexts governing the torrent of money in politics; the sources of political finance; the reasons for such large spending; and how money flows, influences, and interacts with different tiers of government. The book raises uncomfortable questions about whether the flood of money risks washing away electoral democracy itself.

Book excerpt: With one-fifth of the global population, South Asia is the largest democratic region in the world today even though military rule and monarchy still exist in certain countries. Political parties have played an active role in decolonization, freedom struggles and social change in the region and have been responsible for marrying democracy with development and social justice. Yet research shows that 40 per cent of the population in South Asia do not trust political parties, while only 11 per cent of those surveyed express great trust. Political Parties in South Asia: The Challenge of Change provides a comparative view of the conditions, roles and functioning of political parties in five countries of the South Asian region ¡ Bangladesh, India, Nepal, Sri Lanka and Pakistan. The publication builds on empirical information collected from 49 parties and addresses the challenges of politics as experienced by the key political actors themselves: the political parties. In addition, it includes practical recommendations for reforms in the party domain. By providing comparative information, this International IDEA publication aims to stimulate debate on the challenges faced by political parties in South Asia. It is especially aimed at political parties, scholars, policy makers and democracy assistance organizations working for political reform in South Asia.
