But the problems confronting these new democracies are staggering, and the prospects for building consolidated democratic regimes are far from uniformly good. Focusing primarily on recent South American cases, Issues in Democratic Consolidation examines some of the difficulties of constructing consolidated democracies and provides a critical examination of the major issues involved. A prominent theme running through this collection is that the transitions from authoritative rule to civilian government may be arrested by political, economic, and social constraints. The articles contain analyses of the varied modalities and complex processes related to the transitions. The first transition begins with the initial stirrings of crisis under authoritarian rule that generate some form of political opening and greater respect for basic civil rights, and ends with the establishment of a government elected in an open, competitive contest. The volume's primary focus, however, is on the second transition, which begins with the inauguration of a democratic government and ends-if all goes well-with the establishment of a consolidated democratic regime.

The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.

Book excerpt: This dissertation contributes to scholarly understanding of the causes of democratic consolidation in new democracies in the developing world by testing the causal relationship between democratic elections and consolidation in the developing world. First, I show that despite numerous approaches to the study of consolidation, a requirement that a state to meet institutional standards to be considered consolidated is acceptable to the sub-field's diverse foundational literature. Respect for democratic institutions by all key actors and institutional credibility in performance of state functions are hallmarks of a secure democracy that faithfully represent the sub-field's foundations. I then use this formulation of institutional standards to examine key cases of consolidation in new democracies, using careful study of crucial cases to test competing theories of the causal role of elections in the consolidation of new democracies. Heterodox theories of consolidation have become increasingly influential in the study of democratization. Such theories content that a causal link exists between either a single founding election or a series of elections and a state's attainment of democratic consolidation. By contrast, formally mainstream theories argue that conditions such as economic development, social modernization, civil society, and past democratic experience serve as drivers of consolidation. My study of new democracies in Central America and Africa shows that key cases in both regions fail to behave as heterodox theories predict. Institutional flaws remain in place after both initial elections and a cycle of successful elections. Absent the conditions of economic development or auspicious social conditions, initial elections failed to produce significant movement toward consolidation, while a cycle of subsequent elections did not drive consolidation. My case studies thus support the more traditional understanding of consolidation as a lengthy process. In key examples of democratization in the developing world, elections did not serve as the causal driver of consolidation.

Drawing on a systematic, empirical analysis of four key Southern European countries, Portugal, Spain, Greece, and Italy, Morlino identifies several key aspects of democratic consolidation: consensus and legitimation, party system and party organization, and the ways in which organized and non-organized interests are related to parties and the institutions of state. The resulting models of consolidation are analysed and the mechanisms and patterns of their unfolding crises identified, taking care to disentangle the pragmatic reactions against the regime, often related to corruption, from more ideological ones grounded in differences in values. Finally, the author addresses the question of the `quality' of democracy, examining how this is related to the outcome of processes of consolidation and crisis. This insightful study offers the first extensive, comparative analysis of consolidation and crisis in these countries, and features a wealth of up-to-date information on party organizations, interest associations, the media, and public opinion.
