This highly readable account covers all the salient features - the background, the campaign, the results and the consequences of Labour's victory. Based on close observation of party headquarters, it explores each party's strategic decisions and their implementation, showing how 1997 saw campaigning techniques at an altogether new level of sophistication. The battle in the media and the constituencies is analysed in detail. There is a mass of data and thorough statistical analysis of the campaign and results. Plates and cartoons entertainingly illustrate the campaign trail and recapture the drama of the election.

Book excerpt: Age of Promises explores the issue of electoral promises in twentieth century Britain - how they were made, how they were understood, and how they evolved across time - through a study of general election manifestos and election addresses. The authors argue that a history of the act of making promises - which is central to the political process, but which has not been sufficiently analysed - illuminates the development of political communication and democratic representation. The twentieth century saw a broad shift away from politics viewed as a discursive process whereby, at elections, it was enough to set out broad principles, with detailed policymaking to follow once in office following reflection and discussion. Over the first part of the century parties increasingly felt required to compile lists of specific policies to offer to voters, which they were then considered to have an obligation to carry out come what may. From 1945 onwards, moreover, there was even more focus on detailed, costed, pledges. We live in an age of growing uncertainty over the authority and status of political promises. In the wake of the 2016 EU referendum controversy erupted over parliamentary sovereignty. Should 'the will of the people' as manifested in the referendum result be supreme, or did MPs owe a primary responsibility to their constituents and/or to the party manifestos on which they had been elected? Age of Promises demonstrates that these debates build on a long history of differing understandings about what status of manifestos and addresses should have in shaping the actions of government.

Available in PDF, EPUB and Kindle. Book excerpt: The General Election of 1997 did not turn out as Jean Chretien and the Liberal Party had planned. Chretien called an early election, believing that his party was in a position to retain the majority they had won in 1993. They got their majority, but just barely. When the campaign began, the focus for many Canadians was the economy and job creation. National unity, however, quickly became a key issue, and triggered the most heated debates of the campaign. As was the case in 1993, the election of 1997 saw the country divided along regional lines. The Bloc Quebecois remained strong in Quebec, while the Progressive Conservatives and New Democrats dominated the maritime provinces. The Reform Party, meanwhile, won the west in a landslide, becoming the Official Opposition for the first time. It was Ontario, however, where the election was won: the Liberals won all but two seats in Canada's largest province, and in the end that was enough to carry Jean Chretien to victory. The Canadian General Election of 1997 is a study of the key aspects of the campaign and the election itself. In addition to analyzing each party's campaign, authors examine the role of the media, pollsters, the electoral system, and the voters. Articles are contributed by some of the best-known political writers in Canada today: Anthony Westell, Stephen Clarkson, Peter Woolstencroft, Alan Whitehorn, Keith Archer, Faron Ellis, AndrÈ Bernard, Chris Dornan, Ed Greenspon, Michael Marzolini, and Louis Massicotte. This readable volume will appeal to an academic as well as a general readership, and is ideally suited for libraries and political science courses. New to this year's volume is a post-election survey by Jon Pammett.

Book excerpt: This is the first book on the U.S. presidential election system to analyze the basic principles underlying the design of the existing system and those at the heart of competing proposals for improving the system. The book discusses how the use of some election rules embedded in the U.S. Constitution and in the Presidential Succession Act may cause skewed or weird election outcomes and election stalemates. The book argues that the act may not cover some rare though possible situations which the Twentieth Amendment authorizes Congress to address. Also, the book questions the constitutionality of the National Popular Vote Plan to introduce a direct popular presidential election de facto, without amending the Constitution, and addresses the plan’s “Achilles’ Heel.” In particular, the book shows that the plan may violate the Equal Protection Clause from the Fourteenth Amendment of the Constitution. Numerical examples are provided to show that the counterintuitive claims of the NPV originators and proponents that the plan will encourage presidential candidates to “chase” every vote in every state do not have any grounds. Finally, the book proposes a plan for improving the election system by combining at the national level the “one state, one vote” principle – embedded in the Constitution – and the “one person, one vote” principle. Under this plan no state loses its current Electoral College benefits while all the states gain more attention of presidential candidates.
