Book excerpt: A richly nuanced cultural history of an enigmatic and controversial folktale Perhaps the best-known version of the tar baby story was published in 1880 by Joel Chandler Harris in Uncle Remus: His Songs and His Sayings, and popularized in Song of the South, the 1946 Disney movie. Other versions of the story, however, have surfaced in many other places throughout the world, including Nigeria, Brazil, Corsica, Jamaica, India, and the Philippines. The Tar Baby offers a fresh analysis of this deceptively simple story about a fox, a rabbit, and a doll made of tar and turpentine, tracing its history and its connections to slavery, colonialism, and global trade. Bryan Wagner explores how the tar baby story, thought to have originated in Africa, came to exist in hundreds of forms on five continents. Examining its variation, reception, and dispersal over time, he argues that the story is best understood not merely as a folktale but as a collective work in political philosophy. Circulating at the same time and in the same places as new ideas about property and politics developed in colonial law and political economy, the tar baby comes to embody an understanding of the interlocking processes by which custom was criminalized, slaves were captured, and labor was bought and sold. Compellingly argued and ambitious in scope, the book concludes with twelve versions of the story transcribed from various cultures in the late nineteenth and early twentieth centuries.

These twenty-one animal tales from the Colombian Caribbean coast represent a sampling of the traditional stories that are told during all-night funerary wakes. The tales are told in the semi-sacred space of the patio (backyard) of homes as part of the funerary ritual that includes other aesthetic and expressive practices such as jokes, song games, board games, and prayer. In this volume these stories are situated within their performance contexts and represent a highly ritualized corpus of oral knowledge that for centuries has been preserved and cultivated by African-descendant populations in the Americas. Ethnomusicologist George List collected these tales throughout his decades-long fieldwork among the rural costeños, a chiefly African-descendent population, in the mid-twentieth century and, with the help of a research team, transcribed and translated them into English before his death in 2008. In this volume, John Holmes McDowell and Juan Sebastián Rojas E. have worked to bring this previously unpublished manuscript to light, providing commentary on the transcriptions and translations, additional cultural context through a new introduction, and further typological and cultural analysis by Hasan M. El-Shamy. Supplementing the transcribed and translated texts are links to the original Spanish recordings of the stories, allowing readers to follow along and experience the traditional telling of the tales for themselves.

Moreover, cross-border resource management is constrained by the number of independent stakeholders involved. The primary reasons for this come from the uneven spatial distribution of production factors as well as the non-cooperative cross-border mechanism resulting from two or more political regimes. Faced with cross-border pollution, policymakers tend to be shortsighted, emphasizing the direct costs and benefits of their own regional development at the expenses of their neighbors. In addition, research institutions and international donor agencies have not paid full attention to the problems common in cross-border areas. Consequently, cross-border area studies remain a marginalized, easily forgotten topic. The main objectives of this book are to clarify how natural and human systems interact in cross-border areas under conditions of uncertain, imperfect information and, in some circumstances, irreversibility; to identify and, where possible, quantify the various impacts of the 'border' on the environmental activities in cross-border areas; to evaluate the costs and benefits of cross-border cooperation in the exploitation and utilization of natural and environmental resources; and to recommend measures in improving national and international legal and regulatory mechanisms for resource exploitation and environmental protection in cross-border areas.
