En suma se trata de un libro que contiene un materia de plena actualidad y que sin duda será de gran utilidad para los Secretarios de Ayuntamientos, Técnicos de Administración General y profesionales de urbanismo en general.

El libro recoge al efecto la jurisprudencia del Tribunal Constitucional, Supremo y Tribunales Superiores de Justicia sistematizando y analizando sus sentencias y autos. Se condensan más de 300 fallos enriquecidos con referencias legislativas y doctrinales. Aspectos procedimentales y competenciales; conceptos y regulación clásica estatal; Diferencias formales y competenciales entre revisión y modificación; Directrices jurisprudenciales sobre la revisión y la modificación del planeamiento; Criterios orientativos para la reclasificación de suelo no urbanizable). En segundo término, se estudia la legislación autonómica sobre modificación del planeamiento y la reclasificación. En este capítulo se estudian también Otros informes preceptivos en la legislación ambiental y su incidencia en el procedimiento de reclasificación y los Límites al crecimiento en la ordenación territorial como elemento impeditivo de reclasificaciones de suelo no urbanizable. Se ha hace al efecto un estudio del derecho norteamericano. El capítulo lo cierra el análisis del Control jurisdiccional de reclasificación del suelo no urbanizable y las Consecuencias jurídicas de la reclasificación del suelo no urbanizable (Responsabilidad, expropiación, Protección penal y administrativa del suelo no urbanizable). Este libro, como fácilmente puede observarse, basa en gran medida su discurso sobre la jurisprudencia. Esta metodología es manifestación de una convicción profunda del autor: La ciencia jurídica debe ser realista.
