Así partiendo del marco legal vigente se hace un recorrido legal y jurisprudencial sobre el concepto del suelo no urbanizable, la categoría del mismo, sus usos, derechos y deberes de los propietarios, el procedimiento para la tramitación de autorizaciones, pasando por el régimen de las parcelaciones, o analizando cuestiones tan puntuales como la utilidad pública o interés social, la vivienda unifamiliar aislada o el canon por la construcción en el suelo no urbanizable, para terminar con el estudio del régimen sancionador y el delito contra la ordenación del territorio. En suma se trata de un libro que contiene un materia de plena actualidad y que sin duda será de gran utilidad para los Secretarios de Ayuntamientos, Técnicos de Administración General y profesionales de urbanismo en general.

El Libro consta de tres Capítulos: Capítulo I. El suelo en situación de rural / no urbanizable en la legislación estatal y autonómica; Capítulo II. La reclasificación del suelo no urbanizable. Capítulo III. Control y consecuencias jurídicas de la reclasificación urbanística. Se trata pues de un verdadero manual de la reclasificación del suelo estudiando los condicionantes urbanísticos y ambientales en la legislación estatal y autonómica. El libro recoge al efecto la jurisprudencia del Tribunal Constitucional, Supremo y Tribunales Superiores de Justicia sistematizando y analizando sus sentencias y autos. Se condensan más de 300 fallos enriquecidos con referencias legislativas y doctrinales. En el Capítulo I se estudia e primer término el suelo no urbanizable en la legislación estatal y su estatuto legal básico; a continuación se analiza el suelo no urbanizable en la legislación urbanística autonómica (Modelos regulatorios autonómicos anteriores a la Ley 8/2007, de 28 mayo, del Suelo y el Texto Refundido y Modelos regulatorios autonómicos post Ley 8/2007, de 28 mayo, del suelo y el texto refundido). Aspectos procedimentales y competenciales; conceptos y regulación clásica estatal; Diferencias formales y competenciales entre revisión y modificación; Directrices jurisprudenciales sobre la revisión y la modificación del planeamiento; Criterios orientativos para la reclasificación de suelo no urbanizable). En segundo término, se estudia la legislación autonómica sobre modificación del planeamiento y la reclasificación.
