Book excerpt: This book examines the implementation of science, technology and innovation (STI) policy in eight Latin American countries and the different paths these policies have taken. It provides empirical evidence to examine the extent to which STI policies are contributing to the development of the region, as well as to the solution of market failures and the stimulus of the region’s innovation systems. Since the pioneering work of Solow (1957), it has been recognized that innovation is critical for economic growth both in developed and in less-developed countries. Unfortunately Latin America lags behind world trends, and although over the last 20 years the region has established a more stable and certain macroeconomic regime, it is also clear that these changes have not been enough to trigger a process of innovation and productivity to catch-up. Against this rather grim scenario there is some optimism emerging throughout the region. After many years of inaction the region has begun to invest in science, technology and engineering once again. Furthermore, after many changes in innovation policy frameworks, there is now an emerging consensus on the need for a solution to coordination failures that hinder the interaction between supply and demand. Offering an informative and analytic insight into STI policymaking within Latin America, this book can be used by students, researchers and practitioners who are interested in the design and implementation of innovation policies. This book also intends to encourage discussion and collaboration amongst current policy makers within the region.

Spanish and Portuguese conquerors and colonists introduced European scientific practices to the continent, where they hybridized with local traditions to form the beginnings of a truly Latin American science. As countries achieved their independence in the nineteenth century, they turned to science as a vehicle for modernizing education and forwarding "progress." In the twentieth century, science and technology became as omnipresent in Latin America as in the United States and Europe. Yet despite a history that stretches across five centuries, science in Latin America has traditionally been viewed as derivative of and peripheral to Euro-American science. To correct that mistaken view, this book provides the first comprehensive overview of the history of science in Latin America from the sixteenth century to the present. Eleven leading Latin American historians assess the part that science played in Latin American society during the colonial, independence, national, and modern eras, investigating science's role in such areas as natural history, medicine and public health, the eighteenth-century Enlightenment, politics and nation-building, educational reform, and contemporary academic research. The comparative approach of the essays creates a continent-spanning picture of Latin American science that clearly establishes its autonomous history and its right to be studied within a Latin American context.

Four decades after a violent 1982 war between the United Kingdom and Argentina reestablished British authority over the Falkland Islands (Las Malvinas in Spanish), a commercial fishing boom and offshore oil discoveries have intensified the sovereignty dispute over the South Atlantic archipelago. Scholarly literature on the South Atlantic focuses primarily on military history of the 1982 conflict. However, contested claims over natural resources have now made this disputed territory a critical site for examining the wider relationship between imperial sovereignty and environmental governance. James J. A. Blair argues that by claiming self-determination and consenting to British sovereignty, the Falkland Islanders have crafted a settler colonial protectorate to extract resources and extend empire in the South Atlantic. Taken together, the essays highlight two primary roles for science studies as a new field of expertise institutionalized during the Cold War in different political regimes. Firstly, science studies played a political role in cultural Cold War in sustaining as well as destabilizing political ideologies in different political and national contexts. Secondly, it was an instrument of science policies in the early Cold War: the studies of science were promoted as the underpinning for the national policies framed with regard to both global geopolitics and local national priorities. As this book demonstrates, however, the wider we cast our net, extending our histories beyond the more researched developments in the Anglophone West, the more complex and ambivalent both the “science studies” and “the Cold War” become outside these more familiar spaces. The national stories collected in this book may appear incommensurable with what we know as science studies today, but these stories present a vantage point from which to pluralize some of the visions that were constitutive to the construction of “Cold War” as a juxtaposition of the liberal democracies in the “West” and the communist “East.”
