Part III analyzes the region's economies in global context, particularly the role of Latin America in the world trade system and the effects of dependence on natural resources (characteristic of many countries of the region) on growth and human development. It reviews the trends of foreign direct investment, the opportunities and challenges raised by the emergence of China as buyer of the region's commodities and competitor in the world market, and the transformation of the Latin America from a region of immigration to one of massive emigration. Part IV deals with matters of productive development. At the aggregate level it analyzes issues of technological catching up and divergence as well as different perspectives on the poor productivity and growth performance of the region during recent decades. At the sectoral level, it looks at agricultural policies and performance, the problems and prospects of the energy sector, and the effects on growth of lagging infrastructure development. At first glance, the view might seem to be of the conventional landscape of modernization, but I hope a steady gaze will reveal it to be far vaster and more complex. For one thing, rather than enumerating the benefits accruing to Latin America as modernization became a dominant feature of the social, economic, and political life of the region, this essay regards the imposition of modernization as the catalyst of a devastating cultural struggle and as a barrier to Latin America's development. Clearly if a window to the past is opened by this essay, then so too is a new door to controversy. After most of the nations of Latin America gained political independence, their leaders rapidly accelerated trends more leisurely under way since the closing decades of the eighteenth century: the importation of technology and ideas with their accompanying values from Western Europe north of the Pyrenees and the full entrance into the world's capitalistic marketplace. Such trends shaped those new nations more profoundly than their advocates probably had realized possible. Their promoters moved forward steadfastly within the legacy of some basic institutions bequeathed by centuries of Iberian rule. That combination of hoary institutions with newer, non-Iberian technology, values, and ideas forged contemporary Latin America with its enigma of overwhelming poverty amid potential plenty. This essay emphasizes that the victory of the European oriented ruling elites over the Latin American folk with their community values resulted only after a long and violent struggle, which characterized most of the nineteenth century. Whatever advantages might have resulted from the success of the elites, the victory also fastened two dominant and interrelated characteristics on contemporary Latin America: a deepening dependency and the declining quality of life for the majority.

From Brazil and Mexico to Zimbabwe and the Philippines, rural movements of diverse political character, but all sharing the same social basis of dispossessed peasants and unemployed workers, have used land occupations and other tactics to confront the neoliberal state. This volume brings together for the first time across three continents - Africa, Latin America and Asia - an intellectually consistent set of original investigations into this new generation of rural social movements. These country studies seek to identify their social composition, strategies, tactics, and ideologies; to assess their relations with other social actors, including political parties, urban social movements, and international aid agencies and other institutions; and to examine their most common tactic, the land occupation, its origins, pace and patterns, as well as the responses of governments and landowners. At a more fundamental level, this volume explores the ways in which two decades of neoliberal policy - including new land tenure arrangements intended to hasten the commodification of land, and new land uses linked to global markets -- have undermined the social reproduction of the rural labour force and created the conditions for popular resistance. The volume demonstrates the longer-term potential impact of these movements. In economic terms, they raise the possibility of tackling immiseration by means of the redistribution of land and the reorganisation of production on a more efficient and socially responsible basis. And in political terms, breaking the power of landowners and transnational capital with interests in land could ultimately open the way to an alternative pattern of capital accumulation and development.
